Afreximbank’s $3 Billion Walvis Bay Fuel Hub to Transform Southern Africa’s Energy Supply
The African Export-Import Bank (Afreximbank) has unveiled plans to finance a $3 billion fuel storage and distribution hub in Walvis Bay, in partnership with the Dangote Group.
The facility will receive refined fuel from Lagos and redistribute it to Zimbabwe, Zambia, and Botswana within five days, notably faster than the current two to three weeks from the Near East.
To support initial operations, Afreximbank will procure 550 fuel trucks while long-term plans include pipeline connections across the region.
Parallel discussions are underway to extend the Beira-Msasa pipeline from Mozambique into Zambia.
The project is expected to cut fuel import costs, currently around $2 billion for Zambia and $1 billion each for Zimbabwe and Botswana, while improving supply reliability.
Coupled with the Pan-African Payment and Settlement System (PAPSS), the initiative could also ease pressure on foreign reserves and strengthen regional currencies.
