Statement of the European Union Delegation to the Republic to Serbia on the local elections in 10 Serbian municipalities held on 29th March 2026
The EU has closely followed the local elections held on 29 March in ten municipalities in Serbia.
We welcome that the national authorities invited the Council of Europe Congress of Local and Regional Authorities to observe the local elections. We take note of the findings of the election observation delegation as published on 30 March.
As informed by the delegation’s statement, we regret the number of reported irregularities and incidents during the elections, the uneven playing field, and note with concern reports of acts of violence against independent observers, citizens, representatives of political parties and media workers. We call on the competent national authorities to ensure swift and transparent follow up and to hold perpetrators accountable.
We welcome the high voter turnout and active engagement of citizens. We recall that it is the duty of the State to protect citizens from violence, to guarantee adequate conditions for citizen observers to conduct their activities in an environment free from pressure and intimidation, and to ensure the safety of journalists in the context of elections.
We recall that, building on the first positive steps taken to address concerns about the integrity of the electoral register, the electoral process requires further tangible improvement and reform. In this respect, we call for an inclusive process involving all relevant stakeholders to advance the work on the full implementation of OSCE/ODIHR and Council of Europe recommendations, in order to improve the electoral framework, and its implementation, well in advance of the next national elections.
We will continue to follow developments in electoral reforms closely, as well as future local and national elections, as the proper functioning of Serbia’s democratic institutions is at the core of its EU accession process.
Glasanje u Narodnoj skupštini kojim se ograničava nezavisnost pravosuđa predstavlja ozbiljan korak unazad na evropskom putu Srbije.
U vremenu kada postoji značajan zamah za proširenje, dok 🇲🇪 i 🇦🇱 brzo napreduju, 🇷🇸 rizikuje da krene u suprotnom smeru. To nije ono što želimo.
1/ EU je pažljivo pratila dešavanja u vezi sa lokalnim izborima u Mionici, Negotinu i Sečnju.
Očekujemo brzu i transparentnu reakciju nadležnih nacionalnih organa na izveštaje o incidentima i nepravilnostima, uključujući navode o nasilju i zastrašivanju nezavisnih posmatrača.
🤝 Veliko je zadovoljstvo bio susret sa ministrom za evropske poslove Finske, Joakimom Strandom, i njegovom delegacijom, koji su posjetu 🇲🇪 započeli razgovorom sa predstavnicima civilnog društva.
🇫🇮 Posebno cijenimo što je upravo ovaj susret odabran kao prvi korak – jasna potvrda da se glas civilnog društva uvažava u procesu evropskih integracija.
📌 „Važno je da Crna Gora što prije postane članica #EU, ali na osnovu zasluga, jer se jedino tako društvo mijenja nabolje“, poručila je Daliborka Uljarević, izvršna direktorka #CGO.

Serbiassa on viime kuukausina ollut laajamittaisia protesteja lähes päivittäin. Pääasiassa niiden takana ovat olleet opiskelijat. Hallinto on tukahduttanut mielenosoituksia myös väkivalloin.
Vierailin Serbian pääkaupungissa Belgradissa perehtymässä tilanteeseen Etyjin puheenjohtajana. Aloitimme päivän tapaamalla Etyjin kenttämission henkilöstöä sekä laajasti kansalaisyhteiskunnan edustajia. Keskustelimme maan tilanteesta ja protesteista, kansalaisyhteiskunnan toimintaedellytysten turvaamisesta ja toimijoiden vaatimuksista maan hallinnolle.
Keskustelin tilanteesta pääministeri Macutin, ulkoministeri Duricin sekä puhemies Brnabicin kanssa. Korostin kuinka rauhanomainen kokoontumisvapaus on keskeinen tukipilari demokratiassa.
Serbia on Etyjin osallistujavaltio sekä EU:n jäsenehdokas. Haluamme tukea Serbiaa tiellä kohti EU:n jäsenyyttä. Sen edellytys on, että maan hallitus kitkee korruptiota, toteuttaa uudistuksia, jotka vahvistavat oikeusvaltion tilaa ja ihmisten vapauksia, sekä normalisoi suhteet Kosovon kanssa.

In Belgrade, I talked to engaged members of youth organisations and civil society.
I heard their call and their aspirations — for fairness, for accountability. So that Serbia can fulfil its full potential.
Their energy is needed to find a way forward.
My message to the authorities in Belgrade is clear.
I want to see Serbia advancing towards the EU. For that, political leaders must deliver the necessary reforms and clarify the strategic direction.
This is best done by restoring trust and staying true to democratic principles.
