St. Petersburg leaders say the proposed property tax relief could cost the city up to $70 million a year. That’s a real budget number they’re projecting against roughly $248 million in ad valorem revenue.
At the same time, Florida’s property tax collections have grown substantially over the past 10 years. Taxable values have risen sharply in many counties…often doubling or more in growing areas largely because new homes are added to the rolls at current market value and existing properties have appreciated. This has brought in billions more in total revenue statewide even in places where millage rates didn’t go up much.
Median property tax bills rose about 38% from 2019 to 2023. Homeowners have felt that squeeze. The “cost” to government from relief is money that stays with the people paying the bills.
Your idea on fairness across counties makes sense. High-growth counties like Pinellas have seen big tax-base expansion from new construction and value increases. Rural counties often have smaller bases and different service demands. A system that lets surplus revenue from booming areas help support essential needs in counties that need it more would be more balanced than every locality scrambling independently. Local governments should also focus on spending what they already collect more efficiently before treating relief as an automatic crisis.
