According to the IFAB Laws of the Game, a camera cable is an outside agent. When the ball hits it and the trajectory is affected (as the review shows), the referee must stop play. Restart is a dropped ball where the interference occurred. The subsequent goal should not have stood.

Players/coaches flagging it should have prompted an immediate stop or VAR check.
