Allow me to begin by expressing my profound recognition and unwavering support for the resounding success of Operation Absolute Resolution, which culminated in the capture of the narco-terrorist dictator Nicolás Maduro and his wife, Cilia Flores. This milestone represents not only a historic victory for the freedom of the Venezuelan people, but also a decisive blow against Transnational Organized Crime, which has emerged as the greatest threat to the democracies of the American continent. Under your leadership, Mr. President Trump, and with the decisive support of Madam Bondi in judicial prosecution and Mr. Rubio in strategic diplomacy, the United States has once again demonstrated its unwavering commitment to justice and hemispheric security.

In the Colombian case, this threat has escalated to alarming and unprecedented levels: Organized Crime has managed to infiltrate the highest dignity of the State, the Presidency of the Republic, through Gustavo Petro, who from that position has promoted a systematic co-optation of key institutions, such as the Ministry of Defense under Iván Velásquez, and has perpetrated a progressive degradation of the democratic order, undermining the very foundations of our republic. This infiltration is not isolated; it is intertwined with international narco-terrorist networks that have found in the Venezuelan regime an unconditional ally.

Colombia is currently immersed in a presidential electoral campaign of critical magnitude, with the first round scheduled for May 2026. These elections transcend the ordinary: without the slightest exaggeration, they are the most consequential in our republican history, as they will determine the real possibility of rescuing the country from the clutches of Organized Crime that today governs it with impunity. The Colombian people yearn for a return to legality, prosperity, and a strategic alliance with democratic nations such as the United States, in order to eradicate once and for all the criminal structures that threaten our sovereignty.

The purpose of this letter is to respectfully request, on behalf of the Colombian people who demand transparency, that the Government of the United States, its Justice system—under the direction of Madam Bondi—and its foreign policy—guided by Mr. Rubio—actively accompany the Colombian people in clarifying the Historical Truth about the criminal and terrorist conspiracy that has operated against our democracy. Your intervention, grounded in the strength of U.S. institutions, would be a beacon of hope for millions of Colombians who reject destructive populism.

Now that the former narco-terrorist dictator Nicolás Maduro is under U.S. judicial custody, and that investigations into his crimes—including charges of narco-terrorism, conspiracy to import cocaine, and possession of destructive weapons—will gain decisive depth thanks to the tireless work of Attorney General Bondi, it is imperative that the Colombian people learn the full truth about decisive events. These revelations are indispensable to dismantle the populist deceptions through which Gustavo Petro seeks to impose his political heir, thus perpetuating a cycle of corruption and violence that has cost our nation countless lives and resources.

In this context, there are five matters of immense historical relevance whose clarification is vital to restoring faith in our institutions and ensuring transparent elections:

What did the economic, logistical, and political support from the Venezuelan narco-dictatorship to Gustavo Petro’s presidential campaign consist of, including illicit transfers and coordination with transnational cartels?
Which Organized Crime organizations allied with the Venezuelan regime operate in Colombia—such as the Cartel of the Suns—and what is their territorial, political, and criminal strategy to control drug-trafficking routes and border regions?

Which political parties and Colombian leaders maintain alliances with the Venezuelan narco-dictatorship, and what roles do they play within that structure? In particular, it is crucial to examine figures such as Iván Cepeda, whose well-documented relationship with the FARC—evidenced by his historical interactions with guerrilla leaders such as Iván Márquez and Jesús Santrich, as well as his public defense of agendas that align with those of armed groups—positions him as a key link in this network of subversive influence.

What is the true strategic purpose of the so-called Binational Zone agreed upon between Nicolás Maduro and Gustavo Petro, beyond official statements, and how does it facilitate the flow of narcotics, weapons, and illicit financing between both countries?

What was the real meaning, from the perspective of strengthening Organized Crime, of the agreements signed during the government of Juan Manuel Santos with the FARC—which allowed the reintegration of guerrillas without fully dismantling their criminal structures—and what was the effective role played by Nicolás Maduro in those agreements, acting as guarantor and facilitator of an apparent peace that has perpetuated narco-terrorism?

Mr. President Trump, Madam Attorney General Bondi, and Mr. Secretary of State Rubio: the truth about these facts is not merely a matter of the past; it is an indispensable condition for the salvation of Colombian democracy, for the absolute transparency of our elections, and for the lasting stability of the region. Ignoring these links would be tantamount to allowing the cancer of narco-terrorism to spread, threatening not only Colombia and Venezuela, but the entire Western Hemisphere.

In this regard, I recall that in March 2025 we filed a formal complaint before the U.S. justice system against Gustavo Petro, Iván Velásquez—then Minister of Defense—Nicolás Maduro, and Vladimir Padrino López for their alleged participation in drug-trafficking activities linked to the Cartel of the Suns. This action, which requested an exhaustive investigation into conspiracies to import and distribute narcotics, underscores the urgency of bilateral cooperation to dismantle these networks. Today, with Maduro under custody, this complaint takes on even greater relevance, and I trust that under the direction of Attorney General Bondi these connections will be further examined to bring those responsible to justice.

As a presidential candidate for the Defenders of the Homeland movement, my central proposal is to lead a frontal fight against drug trafficking hand in hand with the United States, strengthening strategic alliances that include intelligence sharing, joint operations, and immediate extradition programs. I propose the creation of a Binational Counter-Narcotics Force, coordinated with the Department of State under Mr. Rubio and the Office of the Attorney General under Madam Bondi, to eradicate the cocaine routes that finance terrorism, restore security along our borders, and promote sustainable economic development that frees Colombia from the chains of organized crime. This collaboration would not only benefit Colombia, but would also strengthen U.S. national security by cutting off the flow of drugs at its source.

My commitment to the fight against narco-terrorism is absolute and unwavering. For this reason, I maintain a single line of action and public life: firm against Organized Crime, firm for Freedom, firm for the Homeland.
