SCI Applauds National Park Service Rule Restoring Alaska's Wildlife Management Framework
Safari Club International commends the National Park Service for finalizing a rule that restores Alaska's long-standing framework for hunting and public access on national preserves.
Published today, the final rule rescinds changes adopted during the past decade that SCI challenged in court or opposed in public comments. It reinstates a 2020 regulation SCI defended in a separate lawsuit and restores Alaska-specific closure procedures for National Park Service lands as required by the Alaska National Interest Lands Conservation Act, or ANILCA. Last year, SCI asked the agency to reinstate those procedures so public access could not be restricted without the legally required process. The rule also again allows the limited harvest of black bears over bait on national preserves, aligning federal regulations with state law and recent executive and secretarial orders that call for federal-state coordination and public access to federal lands.
"SCI supports the National Park Service's decision to go back to the rules Congress established under ANILCA. This rule respects Alaska's role in managing its wildlife, brings back transparency for federal closures, and removes overlapping restrictions on hunting methods already regulated by the state. Congress knew that Alaska is different, and this returns management of national preserves to the balance Congress intended—one grounded in science-based conservation, public accountability, and responsible access," said SCI CEO W. Laird Hamberlin.
SCI supported the proposed rule issued in March and urged the National Park Service to restore the framework in place before the agency's 2015, 2017 and 2024 rulemakings. The final rule adopts many of SCI's recommendations. In its comments, SCI said earlier regulations had displaced Alaska's wildlife management role, conflated lawful predator hunting with predator-control programs, weakened state-specific closure protections and given agency officials excessive discretion to restrict lawful use.
SCI will continue working to protect meaningful hunter access to federal lands and promote wildlife management grounded in science, lawful authority and state expertise.

2026-2027 Stubble Access Guide Now Available
Wheat and milo stubble left tall following harvest provides excellent cover and hunting opportunities for pheasants and other wildlife. The 2026-2027 Stubble Access Guide displays these and other adjacent habitats open to public, walk-in hunting across portions of western Nebraska.
Through the Open Fields and Waters program, the Nebraska Game and Parks Commission works with landowners to increase public hunting, trapping and/or fishing access on private lands. Tall wheat and milo stubble fields are enrolled in Open Fields and Waters following harvest each year to ensure quality cover is provided.
The Stubble Access Guide complements the atlas and highlights an additional 28,000 acres of upland habitat open to public access in western Nebraska. It displays these recently enrolled tracts, as well as other publicly accessible lands. Many stubble fields include adjacent cover types and valuable habitat to watch for.
The Stubble Access Guide is available where hunt permits are sold throughout parts of western Nebraska. Visit https://t.co/F5p2Q1HL6n, then search "Stubble Access Guide" to view the guide online, as well as the digital versions of the Public Access Atlas, such as the interactive atlas map or the mobile-friendly offline atlas. These versions also display tall stubble sites and are updated throughout the hunting season.
Nearly 7,300 Pheasants to be Released in Southern Michigan This Year
Thousands of pheasants will be released this fall and winter in state game areas across the southern Lower Peninsula, providing ample opportunity to hunt the popular upland bird.
The pheasant release program, now in its seventh year, is a collaboration between the Michigan Department of Natural Resources and the Michigan Association of Gamebird Breeders and Hunting Preserves, which supplies the birds. The $25 pheasant license funds the program.
The Indiana Department of Natural Resources will stock 755 rainbow trout across three locations in Fort Wayne and Huntington this fall, increasing options for anglers to enjoy trout fishing in the region.
"The fall stocking program provides an accessible, family friendly opportunity for people to enjoy the excitement of fishing in community settings," said Matthew Linn, Indiana DNR's fisheries research biologist.
There will be 315 trout stocked at Shoaff Park Pond in Shoaf Park, located on Fort Wayne's northeast side at 6401 St. Joe Road. Spy Run Creek will receive 215 trout where it enters Franke Parke, across the parking lot from the Fort Wayne Children's Zoo at 3411 Sherman Boulevard. Memorial Park, west of downtown Huntington at 1200 West Park Drive, will be stocked with 225 trout in its north pond only.
The stocked fish will average 13 to 15 inches in length and are sourced from Curtis Creek Trout Rearing Station.
Stocking is expected to be completed by Friday, Oct. 23, and fishing at these locations may begin then. All anglers age 18 and older must have a valid Indiana fishing license and trout stamp, which can be purchased at https://t.co/w4APxNpKRO or in the GoOutdoorsIN app. The daily harvest limit is five trout per angler. All other fishing regulations can be found at https://t.co/5G9fiKQmqm.
