I was getting this with just CC in my game no script mods just package files. Steps I did to get my game to open. 1) Deleted all cache files, 2) deletes resource cfg file, 3) only kept my CC package files in my game not my script mods and then my game loaded.

This is the worse update we have ever had, we usually know the situation with script mods but this never happens with regular package file CC. And this is the one time my game accidently updates because the EA app opened in the background whilst I was watching Youtube videos!

@t0nischwartz As someone who is not new to this, my game genuinely randomly updated, I removed mods but going to have to wait a few weeks, a bit annoyed i can't even play offline. I usually wait at least 2 weeks to update my game.
