The Civilian Marksmanship Program (CMP) announced (around late July 2026) that, by special authorization, it will offer surplus M14 rifles. These will be permanently and irreversibly modified to semi-automatic only before sale so they comply with federal law and CMP’s enabling legislation for surplus .30-caliber rifles.
