Havoc Rover is Burst damage dealer.
Aero Rover is sub DPS for Cartethiya, Cacciona.
I'm not sure about Electro Rover, but without characters I recommend investing in Havoc Rover.

@namelsstraveler Certainly Genshin didn't have such "alive" expression animation before WuWa, so yes they raised the bar for Genshin, so they had to up their game. It also happened with several other mechanisms that got implemented to Genshin Impact, after WuWa implemented them, mirroring them.
