The person who took this photo saw a person in this unmarked van installing a new Flock camera and started asking him some questions.

While the worker wouldn't confirm the company he was with (and had no logo on his uniform) he said they were installing dozens of the cameras during the past two weeks in the same town.

He said the motivation to install so many cameras was to counter the ALPR avoidance apps (the apps that allow you to find a route without a flock camera) by covering as many roads as possible.
