Because Spike Lee accidentally made one before Hollywood even knew what a 9/11 movie was supposed to be.

25TH HOUR (2002) is the answer. The book was written before the attacks. The movie was already in motion when 9/11 happened. Lee could have ignored it, but instead he rebuilt the film around the reality of a New York that had just been permanently altered. He shot at the World Trade Center excavation site and let the absence of the towers haunt the entire movie without turning it into the plot.

That’s the thing nobody has really topped. 25TH HOUR isn’t about 9/11. It’s about New York trying to exist after 9/11.
