Rashied Staggie, with his twin Rashaad, co-founded the Hard Livings in Manenberg in the early 1970s. The twins became internationally known through the BBC film Cape of Fear.

Rashaad was shot and set alight by a PAGAD crowd on London Road, Salt River, on 4 August 1996.

Rashied survived that decade, later claiming a born-again conversion, while police and researchers continued to identify him as Hard Livings leadership.

He was treated as a fighting general in the 26s prison numbers. The Hard Livings functioned as both a street gang and a trafficking syndicate with chapters across the Western Cape.

In 2003 he was sentenced to 15 years for kidnapping and rape after ordering the gang rape of a 17-year-old who had turned state witness and pointed out a firearms stash. In 2004 he received a further sentence for burglary of the Faure police armoury. The terms ran concurrently. He was paroled in September 2013 after about 11 years.

On the morning of 13 December 2019 he was sitting in a vehicle outside a home on London Road, Salt River - the same street where his brother died - when two gunmen shot him repeatedly.

He was declared dead at Groote Schuur Hospital. Experts recorded three circulating motives: an internal Hard Livings succession fight, a break with the 28s, and an alleged fraud on Nigerian traffickers seeking Cape Town market access.

In 2024 the state added the Staggie murder to the racketeering indictment against alleged 28s boss Ralph Stanfield and co-accused, including Jonathan Cloete. Those counts remain before the Western Cape High Court and are unproven until verdict.

The Hard Livings are still active. There is no publicly verified single successor to Rashied Staggie. It grew from a street crew into one of two Cape Town “super gangs” (the other being the Americans): drugs (Mandrax, tik), guns, extortion, prostitution and later wider organised crime. Research after Staggie’s death put them at about 6,000 members and presence in roughly 35 neighbourhoods, with the core still Manenberg, plus Mitchells Plain, Delft and Hanover Park. They were described as smaller than the Americans but more centralised. Historically they sat with the 26s prison numbers. In the 2025 Stanfield / “Firm” indictment the state treats Hard Livings as part of a 27s-aligned bloc fighting The Firm (28s). Street alliances shift; some 2026 briefings also list them with a Firm/28s camp against Fancy Boys expansion.

In March - April 2026 Manenberg saw a public turf war with the Clever Kids (drive-by’s, four shot, two dead, including a 73-year-old bystander).

In August 2026 five alleged Hard Livings members were charged in the Western Cape High Court for the March 2025 murder of Khuselwa “Coco” Ntshangase, dumped in a wheelie bin after she was labelled an informant for the Fancy Boys.

One Suspect Shot and Killed After Allegedly Opening Fire On Police In Cleveland As 10 Suspects Are Arrested And Nine Firearms Recovered Following a Shootout

Gauteng police arrested 10 suspects aged between 30 and 54 and recovered nine firearms following a shootout in Cleveland on Monday, 21 September 2026. The incident happened at approximately 19:36 when police conducting patrols noticed a suspicious Hyundai H100 fitted with blue lights and a siren.

The vehicle stopped when police approached but allegedly drove away when officers attempted to intercept it. Police called for backup and continued following the vehicle. When it eventually stopped, three suspects allegedly got out and opened fire at police, resulting in a shootout. Two suspects fled on foot, while a third was fatally shot.

Police then searched the Hyundai H100 and found 10 suspects inside the vehicle. Officers recovered nine firearms, magazines and live ammunition during the search. Cleveland police have opened cases of murder, attempted murder, attempted business robbery, and possession of unlicensed firearms and ammunition.

The 10 arrested suspects are expected to appear before court soon. Police investigations are continuing as authorities work to establish the circumstances surrounding the shootout and the alleged offences. The operation resulted in the recovery of nine firearms, magazines and live ammunition from the vehicle.
