I am a small business owner and strongly oppose the proposed expansion of KYC requirements.
While I support efforts to reduce illegal robocalls, this rule will add significant compliance costs and administrative burden on legitimate small businesses. Bad actors will simply evade these rules through new tactics, while compliant companies bear the extra costs.
The FCC should instead focus on fully implementing and enforcing STIR/SHAKEN authentication and improving spam detection technology at the carrier and device level. This approach would be more effective without disproportionately harming small businesses.
