The EU's Political and Security Committee (PSC) has just concluded a visit to Kyiv, reaffirming the EU's steadfast support for Ukraine in the face of Russia's war of aggression. From high-level talks to enduring a heavy aerial attack, this visit underscores the unshakable solidarity with Ukraine's resilience.

At Hostomel Airport, the PSC saw firsthand the investigative work into Russian war crimes, a stark example of our determination to hold aggressors accountable. European Union Advisory Mission Ukraine (EUAM) remains a strong pillar for the EU's support in those domains.

The PSC also visited the training of Ukrainian soldiers organised by CAT-C under the EU Military Assistance Mission (EUMAM) Ukraine. To date, the mission has trained 100,000 Ukrainian soldiers. The visit demonstrated the mission's effective adaptation to Ukraine's evolving training needs, particularly in incorporating frontline battlefield experiences and lessons learned.

Ireland's EU Presidency comes at an important time for Europe.

Its priorities reflect exactly what Europe needs: defending our values, strengthening our security, and boosting our competitiveness.

Europe must have the hard power to defend these principles.

It can do so by investing in our security, strengthening our defence capabilities, and building the capacity required to protect our citizens and our interests.

Brick by brick, we are collapsing the foundations of Russia's war economy.

Today, we are presenting our proposals for a 21st sanctions package against Russia.

This includes a temporary freeze of the Russian oil price cap and designations of institutions used by Moscow to generate revenues and circumvent EU sanctions.

It will target banks, weapons manufacturers, oil traders, refineries, and crypto operators in third countries.

As of today, EUAM Ukraine starts operating under its reinforced mandate, with new priorities on hybrid threats and veterans’ reintegration, and stronger support on organised crime.

Deadlock over. The EU just cleared the way for the €90-billion-loan for Ukraine and the 20th sanctions package.

Russia’s war economy is under growing strain, while Ukraine is getting a major boost.

We will provide Ukraine what it needs to hold its ground, until Putin understands his war leads nowhere.

The way to end this war is to confront Moscow, not reward it. Not to loosen sanctions, but to harden them.

The 20th sanctions package is ready to go. We will tighten the net further, especially around Russia’s shadow fleet. And we must also deliver the €90-billion-loan.

Bucha has come to symbolise the cruelty of Russia’s war.

Of the civilians killed, many were shot at close range. Some with their hands tied behind their backs.

Four years after these mass killings, we remember the victims.

What happened here cannot be denied.

The EU is committed to ensuring that these crimes do not go unpunished, including by supporting the Special Tribunal for the Crime of Aggression, alongside the Claims Commission.

Russia must be held accountable for what it has done to Ukraine.

On March 31st, we will be glad to welcome HRVP @kajakallas and EU foreign ministers in Kyiv for a ministerial meeting.

The date is symbolic. We will commemorate the grim anniversary of the Bucha massacre and reaffirm commitment to holding Russian criminals accountable for this and other atrocities.

We will also discuss the EU’s support for Ukraine, pressure on Russia, and efforts to achieve peace and protect long-term stability in Europe.

The unilateral decision by the US to lift sanctions on Russian oil exports is very concerning, as it impacts European security.

Increasing economic pressure on Russia is decisive for it to accept a serious negotiation for a just and lasting peace.

Weakening sanctions increases Russian resources to wage the war of aggression against Ukraine.

Four years into its war in Ukraine, Russia is not winning. By any measure, Moscow’s invasion is a total strategic failure.

Within the Coalition of the Willing, we are clear that the fastest way to end the war is to increase support for Ukraine and intensify pressure on Russia. Going after Russia shadow tanker fleet decimates Moscow’s war chest.

We must also flip the script in peace talks, away from pressure on Ukraine, to what Russia must to do for lasting peace in Europe.

Four years into its war, Moscow has failed to achieve any of its strategic objectives.

The pressure in the peace talks seems to be falling on Ukraine. But if we want this war to stop and any peace to last, we need to see concessions from Russia.

It’s not Ukraine’s army that is the obstacle to peace, Russia’s army is.

National security advisers from European countries have arrived in Kyiv.

The representatives of Germany, the United Kingdom, France, Italy, Spain, Latvia, Estonia, Lithuania, Poland, Finland, Canada, the Netherlands, Sweden, Norway, and Denmark, as well as NATO, the European Council, and the European Commission take part in the meetings.

An intensive working day lies ahead: security and economic issues, work on framework documents, and coordination of further steps with partners.
