Its options:
1) Let the enforcement slide. Least bad option. Requires Labour admitting they inherited an unenforceable law.
2) Escalate the fines. Worst option. Produces more hamsters.
3) Block the site. Acceptable from our perspective. That would be the UK censoring its own people, not my client, and ineffectively at that, since the block is defeated with a VPN.
We have always known this is where this ends, because 4chan's lawyers have been in the "protecting free speech" game a lot longer than the UK has been in the "online censorship" game.
