Can't be HF-SWR. The two sites you nominated are too far inland. HF SWR needs to be right on the coast. The antennas at the reference points look like large VLF transmitters, not HF SWR antennas. BTW, there is a blimp in the current GE imagery about 600m south of the most southern VLF tower. How cool!
