Halketts issue is less about how much he's been injured but when.
I'd say that Findlay getting a single call up when Clarke was in the best position to evaluate him, is enough for me.

Halkett is injury prone, main reason he has missed out. Unreliable.

Clarke gets limited time with the players, so he's kept a tight knit core squad, making changes to it when deemed necessary.
The 3 you named, had their chances in the past.
