This is not what it says at all,
it actually suggests that Africans just do better under European governance + management, being trained in systems not run by Africans,
which is why you shouldn't really be shouting out about it as an amazing thing or something to be proud about.
Africans get extremely egotistical about this, and I don't think they realize it makes them look stupid.
Even most of the African teams are staffed and stocked by their diaspora born children, so its like France is doing the work for 10+ federations.

Things you didn't know about Cuba:
It was never sanctions that wrecked Cuba, it was always their own government. Because of that, the government cut off tourism to prevent the citizens from learning how badly they were getting screwed.
The internet in Cuba is throttled: a local said you can load "3 Facebook pages per hour". It's also expensive. It cost ~$3/hour when I was there, and the average wage is $50/month. And, as another kick in the nuts, you can only use it outside in designated areas. Why only outside? So you can be reported to the government if people see you reading or saying anti-government things online.
Cancel culture is a governments way to punish thought crimes. Cuba takes it to the next level and rewards people for ratting out their fellow citizens. Cubans wouldn't even say anything bad about their government to us because they thought we could be spies.
You know when you tripped over something you weren't supposed to say when the Cuban starts repeating the propaganda. They're taught this script in school, and they all repeat it basically word for word: free healthcare, no homeless, etc. Obviously it's nonsense, but they have to say it or get disappeared.
"No homeless". How did Cuba achieve that? A local told us: "A 4 bedroom home is a 4 family home. They'll even put someone to live in the bathroom." The government just assigns someone to live in your building. And a shocking number of these "homes" are condemned buildings with no roofs or walls.
The food is trash because the ingredients are poor quality. Everyone is struggling to survive.
Cubans are superstitious. We booked a scuba dive, but it was cancelled due to clouds. They don't like the rain. I suspect it's a fear they'll get sick and die, because their "free" healthcare isn't available.
Everyone steals from everyone. People walk down the street seeing if cars are unlocked and looking through windows to see if there's something, anything, to steal. People steal from the government most of all. Neighborhoods are known for their black markets: car parts, office supplies, etc.
Imports are outrageously taxed. Car maker Peugeot is known as the "$200,000 lion", even though the car costs $15K in Europe. The Harry Potter books are $300 total, which is 6 months of salary for the average Cuban.
Because I know some retards will comment that it was US sanctions that wrecked Cuba, there are hourly flights from Miami and there have been for decades. Cuba remained closed by their own choice.
The beaches are the best in the Caribbean, but the infrastructure is awful. There's also nothing to do. We were there for a week and were bored. Cubans get "free" movies, so everyone goes to the movie theatre every weekend.
The museums are hilariously transparent propaganda. Everything bad in the country's history was done by the CIA. Rain? CIA. Pigs get sick? CIA. According to the government, no one left Cuba: it was all CIA kidnappings.
Cuba's main export: slavery. You get "free" college which you pay for by working abroad for 4-6 years. They mostly loan out nurses & mechanics. The Cuban government takes the wages earned. Claude says there are ~24,000 workers abroad, and it brings in $7B / yearly. Why don't the workers just stay abroad and not return? Because the Cuban government holds your family hostage. You'd be responsible for the death(s) of family.
Cuba got oil from Venezuela through a barter: doctors for oil. That's a no-no, you must use the petrodollar. This is why daddy orange took a sudden interest in Cuba. Iran, Venezuela, Russia, and Cuba were all buying & selling oil without using the dollar. This cleanly explains all of the military conflicts of the past few years. The US is holding the world at gunpoint to use it's product: USD.
And that brings us to why they're opening up: Cuba can't get oil from that barter system anymore. They're forced to make money. And what better way to get dollars than by opening up to the US and it's companies?

@vicent_linares@Realgeopolitica Entraron en la década pasada, y con fuerza, crearon academias enormes, contrataron varios europeos, sobre todo españoles, para entrenarlos, pero aún así nada. El fútbol (y en general los deportes de conjunto) es más complejo que solo infraestructura.
