LC1 chairpersons are not salaried. Under Uganda's Local Government Act, they are part-time officials entitled only to an ex-gratia allowance, historically Shs 10,000 a month, or Shs 120,000 a year.

One month ago, NTV Uganda went off the air.

Its studios were raided, its broadcast silenced, and one of Uganda's biggest television stations disappeared from viewers' screens.

The shutdown followed public statements by the Chief of Defence Forces, Gen. Muhoozi Kainerugaba, who had called for action against the station.

Then, after weeks of silence...

NTV Uganda returned.

But it wasn't the return itself that caught many Ugandans by surprise.

It was the statement that accompanied it.

In announcing its comeback, NTV thanked Gen. Muhoozi Kainerugaba for his role in helping the station return to the airwaves—the same official whose earlier public position had been associated with the events leading to its shutdown.

That immediately sparked debate.

Many Ugandans celebrated NTV's return after weeks without one of the country's most watched television stations. Others wondered whether some of their favorite journalists would also return to the screen.

But another question began to overshadow all the celebrations.

Can a media house remain truly independent after surviving a shutdown under those circumstances?

Will NTV Uganda still report without fear or favor?

That is the question many Ugandans are now asking.
