The solution is simple: reform the H-1B (or abolish it entirely) to ensure that it is not being exploited to bring in cheaper labor from countries with destitute workers, like India. That will stop the backlog. More importantly, it would protect American workers.
I am extremely concerned about this - IT management in Fortune 500 are controlled by Indians. They only prefer Indians. And they outsource IT jobs to India. And once they get experience, they come to the US through H1B, and so on...
