Welsh Government wanted "as many refugees to stay in Wales as possible", a bombshell document has revealed.

Ministers were forced to release the 2021 document, titled "HOUSING - Amendments needed", following a Freedom of Information request.

It included a section on individuals granted refugee status, which included the phrase, "we want as many refugees to stay in Wales as possible."

In recent weeks, Senedd members have claimed repeatedly their Nation of Sanctuary policy is not about bringing more migrants to Wales.

In a Senedd debate tabled by Reform UK on 1st July 2026, several Plaid Cymru politicians argued the scheme was merely about integrating refugees and asylum seekers already in Wales, with a particular emphasis placed on those from Ukraine.

First Minister Rhun ap Iorwerth (pictured) has also attempted to frame the policy in this light.

But the revelation casts serious doubt on those claims.

In its cover letter accompanying the release, Welsh Government confirmed the section on individuals granted settled status was "shown as having been deleted".

Welsh Government also admitted its Sanctuary Wales webpages were "retired" on 30th June 2026.

This was the day before the Senedd debate.

Nation of Sanctuary opponents have alleged the webpages were deleted deliberately to avoid the policy's true purpose from being exposed.
