My friend, the Dungeon Master is the one who "allows". If you don't like what the DM allows/disallows, find another table or run your own game.
THAT SAID: I don't disallow builds at my table. Most "bans" I see discussed online are from weak DMs afraid of powerful PCs.

@Nerdcognito At last count, 80% of #WotC books are purchased by DMs, not players. When it comes to the money, don't you think a larger percentage of DMs will be more well informed and (as creative people) possibly incensed at the latest shenanigans? Hard to profit off new players with no DMs!
