If the enemy team has initiators and you are on a character they want to target, it’s a great item. Just because something is situational, doesn’t mean that it’s a bad item. If it was bought every single game it would actually be a bad item imo

indomitable is a really bad for its cost on every character except dynamo. the real value is in the 20% instant cooldown reduction whenever it procs, as characters with very long cooldowns get refunds. stopping one cc every 55 seconds is meaningless
