Judging from your comment, I doubt the premise of your first question would be possible for any one, but, for your edification, (1) while Yemen is indeed divided, the Ansar Allah government governs the capital and largest city, Sanaa, all of Yemen’s Northern Territory, and 80% of the country’s population. Recognized or not, it is the de facto authority over most of Yemen. (2) the officials targeted were political authorities, not military personnel. (3) non-recognition of political authorities does not render them legitimate targets under international law. As non-combatants, their murder is both a war crime under IHL, a gross violation of international human rights law (as an extrajudicial execution), as well as an act of criminal aggression. (4) “terrorist” is not a magic word that trumps law, morality, facts, and logic. Oppressive regimes always label their adversaries as “terrorists.” It has no legal (or moral) effect on their status. And it is the very hallmark of a fascist mentality. Targeting people on that basis is a crime, pure and simple. The perpetrators of that crime are, by definition, criminals. And the ultimate hypocrisy is trying to defend an act of quintessential transnational terrorism by calling the victims terrorists.
