According to that report khamenei had divided power between many leaders within the IRGC and also rival gangs were supported by him because IRGC was made for Islamic Regime's security and so that power doesn't goes only to IRGC in future or in a single hand within IRGC, positions were divided because even Khamenei knew that the IRGC can also go against him in future so he created some rival gangs to diversify power.

Then definitely it's a win for Iran under these conditions, But Israeli ministry has tweeted that they want removal of enriched Uranium from Iran and limits on missiles capacity. Even if this deal happens, the Israeli block will not conclude this under their terms and strikes will be done regularly, Israel wants regime change cz this is the only way Iran will stop producing nuclear weapons.
