@NCIC_Kenya@Osama_otero Someone should show me an agency from the 2010 constitution that is fully independent from interference… from IPOA EACC DCI NPS JSC all compromised to serve interest of the ruling elite shameful 💔
Road Network at a glance!!
A fair comparison separating (1) kilometres of tarmac roads completed and (2) efficiency/prudent use of public funds, because each administration had different economic conditions and financing models.
1. Tarmac Roads Completed
Mwai Kibaki (2003–2013)
Major projects:
Thika Superhighway (flagship project)
Nairobi Northern, Eastern and Southern bypasses
Large rehabilitation of existing highways neglected in the 1980s–1990s.
Expansion of rural access roads.
Kenya had approximately 8,900 km of paved roads in 2002, increasing to around 11,000–12,000 km by 2013, meaning roughly 2,000–3,000 km of additional tarmac roads during Kibaki’s tenure.
Uhuru Kenyatta (2013–2022)
Major projects:
Nairobi Expressway
Isiolo–Moyale Highway
Numerous county roads under annuity programme
Dongo Kundu Bypass
Extensive urban roads programme.
Government statistics indicate paved roads increased from roughly 11,000–12,000 km to over 17,600 km by 2018 and above 21,000 km by 2022, adding approximately 9,000–10,000 km of paved roads over ten years.
William Ruto (2022–Present)
Ruto inherited many stalled projects and focused on:
Paying contractor arrears.
Completing ongoing roads rather than starting numerous new mega-projects.
PPP financing model.
Road statistics remain disputed. Government figures suggest an increase of around 1,500–2,400 km of paved roads between 2022 and mid-2025, while independent fact-checkers note inconsistencies in official claims.

Estimated New Tarmac Roads
Kibaki

Uhuru
2013–2022

2022–2026

2. Prudent Use of Public Funds
This is more subjective.
Kibaki Administration
Strengths
✅ Lower public debt levels.
✅ Large projects generally delivered at comparatively lower costs.
✅ Economic growth averaged around 5–6%.
✅ Budget deficits were relatively manageable.
Kenya’s public debt rose from about KSh 600 billion to around KSh 1.8 trillion by the end of Kibaki’s tenure.
Criticisms
❌ Anglo Leasing scandal.
❌ Some regional imbalance accusations.
Uhuru Administration
Strengths
✅ Massive infrastructure transformation.
✅ SGR, Expressway, county roads, electricity expansion.
Criticisms
❌ Heavy borrowing.
❌ Debt increased sharply from around KSh 1.9 trillion to over KSh 8 trillion.
❌ Questions on value for money for some projects and increasing debt servicing burden. Road spending exceeded KSh 900 billion in seven years.
Ruto Administration
Strengths
✅ Greater emphasis on fiscal consolidation.
✅ Paying pending bills owed to contractors.
✅ Increased use of PPP financing instead of sovereign borrowing.
Criticisms
❌ High taxation measures to raise revenue.
❌ Continued growth in debt servicing costs.
❌ Some concerns over government expenditure priorities and recurrent spending.
Overall Assessment
If judging by
amount of road infrastructure built
:
Uhuru > Kibaki > Ruto (so far)
If judging by
value for money and debt sustainability
:
Many economists and citizens argue:
Kibaki > Ruto > Uhuru
because Kibaki achieved major infrastructure improvements while keeping debt relatively low. However, supporters of Uhuru argue that mega-projects such as SGR and nationwide road expansion required substantial borrowing and transformed long-term infrastructure capacity.
Balanced conclusion
Kibaki: Highest reputation for prudent financial management and efficient spending.
Uhuru: Largest infrastructure expansion, but financed through significant borrowing.
Ruto: Still early in tenure; focus has largely been completing stalled projects and shifting towards PPP financing rather than large new debt-funded projects.
I can also prepare a detailed table showing debt growth, kilometres of tarmac, flagship projects and GDP growth side-by-side for all three administrations if you’d like.
