Il dibattito sul futuro economico dell’Europa si sta progressivamente spostando da una semplice comparazione con gli Stati Uniti – crescita, produttività, innovazione – a una riflessione più profonda sul ruolo dell’Unione nel sistema economico globale. In questo contesto si inserisce il saggio “How Europe can harness its economic power”, firmato da @michaelxpettis, senior fellow del @CarnegieEndow for International Peace, ed Enrico Fardella, professore associato @UniOrientale, docente alla Sais-Johns Hopkins, John Cabot e direttore del progetto ChinaMed.
Il punto di partenza del loro ragionamento è semplice ma cruciale. Secondo la Banca centrale europea, il principale fattore che frena gli investimenti nell’eurozona è la debolezza della domanda, seguita dalla bassa redditività. Questo significa che le imprese non investono perché non vedono prospettive di crescita sufficienti, non perché non abbiano accesso al credito.
Questa diagnosi cambia radicalmente il modo in cui si dovrebbero leggere alcune dinamiche economiche. In particolare, mette in discussione l’idea che un maggiore afflusso di capitali verso l’Europa – ad esempio attraverso un rafforzamento del ruolo internazionale dell’euro – sia necessariamente positivo. Se il vincolo è la domanda, nuovi capitali non si traducono automaticamente in nuovi investimenti produttivi.
