I refuse to support a law that effectively institutionalizes political dynasties!

I vote NO to House Bill No. 8389 or the “Anti-Political Dynasty Act.”

HB 8389 is not a true or genuine anti-dynasty law, but rather a dynasty legitimization act.

First: The bill has no succession ban. A governor can be succeeded by a spouse, who can be succeeded by a child, who can be succeeded by a sibling – indefinitely, legally, under this bill. 

Second: The bill permits a governor, a mayor, and a Representative from the same family governing the same province simultaneously, as it only prohibits relatives from holding office within the same level of government, not within the same territory. 

Third: The bill permits multiple congressional districts controlled by one family within the same province. Three adjacent districts, three relatives, all voting for the same party line: legal. Exactly as it operates today. Nothing changes.

Fourth: The bill neither covers party-list representatives as protected positions nor references incumbents. Therefore, a senator's son or daughter can be nominated and serve as a party-list representative – perfectly legal under this bill

Fifth: The bill limits the prohibition to relatives within the second degree of consanguinity or affinity, covering spouses, parents, children, and siblings. However, this second-degree prohibition excludes broader kinship networks, such as grandparents, first cousins, uncles, aunts, nieces, and nephews, through which dynastic power is often exercised. Limiting the prohibition to only the second degree narrows the reach of the law and allows extended family networks, which remain close-knit in Philippine culture, to continue operating within the same political sphere.

Sixth: The bill does not address, hence, permits substitution, caretaker designation, and every indirect route to office. The prohibition under this bill covers only direct candidacy, not the back doors.

The Filipino people have been waiting for this law since 1987. Tatlumpu't siyam na taon. 

We can do better than this. We can pass a law worthy of the wait. A law the framers of the 1987 Constitution would recognize as the fulfillment of their mandate, not a betrayal of it.

I vote NO to HB 8389, not because I oppose anti-dynasty legislation. I vote NO precisely because I support it. I refuse to support a law that effectively institutionalizes political dynasties.

The Filipino people deserve better. The Constitution demands better. We can do better.

Let us all bring this to Senator Pia Cayetano’s attention and condemn her deliberately misleading of the Filipino people on the role of Senators of the Republic.

The Constitution does not appoint Senators as project brokers, nor does the Senate Rules make “inserting funds” into the GAA an individual Senatorial job description.

Congress has the constitutional power of the purse— Senators may scrutinise the Executive budget, conduct hearings, propose amendments, deliberate and vote on appropriations. But that legislative authority is institutional, not a personal entitlement to a pot of money that a Senator may insert, allocate, promise or subsequently influence.

And this is precisely where the rhetoric surrounding “budget insertions” becomes dangerous. Government projects are supposed to be planned, evaluated, prioritised and implemented by the appropriate Executive agencies, pursuant to law and the appropriations enacted by Congress. Senators legislate and exercise oversight; they are not supposed to become project managers, contractors, distributors or political gatekeepers for government funds.

There is a reason for that separation. Once politicians begin identifying projects for themselves, securing funds for them, promising them to constituents and then exerting influence over their implementation, the boundary between legislation and patronage starts to disappear. That is fertile ground for conflict of interest, political favouritism, corruption and the old-fashioned pork-barrel system that the Supreme Court’s jurisprudence has already placed under serious constitutional scrutiny.

So when Senator Pia Cayetano presents the practice of individual Senators “inserting” funds as though it were simply part of their ordinary job, she is doing more than merely misleading the public about what the law says. She is normalising a practice that the constitutional framework was designed to restrain.

A Senator’s duty is to legislate, scrutinise, deliberate and oversee— not to treat the national budget as a personal project menu.

And if an interpretation of the law encourages other legislators to believe that they are entitled to insert projects, demand allocations and involve themselves in their implementation simply because they are Senators, then that interpretation deserves to be challenged, not propagated.

You cannot defend questionable practice by repeatedly calling it “the job.” If it is not found in the Constitution, the Senate Rules or the lawful functions of a Senator, calling it a Senatorial duty does not make it one. It merely gives an inappropriate practice a respectable name.

Sa ating manifestation sa Expanded National Nutrition Program, binigyang-diin natin ang pangangailangang maabot ng feeding programs ang mga batang nasa malalayong komunidad.

Isa sa mga hamon ang pagbibigay ng fresh milk dahil sa packaging, handling, at shelf life. Kaya dapat nating isaalang-alang ang carabao milk tablets bilang alternatibo para sa mga lugar na mahirap maabot.

Mas madali itong dalhin at i-handle, at mas matagal ding maiimbak. Sa ganitong paraan, mas matutugunan natin ang "last mile" ng milk feeding programs at mas maraming bata ang mabibigyan ng masustansyang pagkain.

Kasabay nito, napapalakas din natin ang demand para sa lokal na gatas at nabibigyan ng dagdag na suporta ang ating mga carabao raisers at dairy farmers.
