As we conclude this historic 23rd ZANU PF National People’s Conference here in Chinhoyi, Mashonaland West Province, we stand evident by a sacred duty to deliver. Our party emerges from this indaba united, vibrant, and single-mindedly focused on the supreme goal of wholehearted service to the people of Zimbabwe.
In a peaceful and united environment, let us now go back to our respective provinces and districts to explicitly explain the resolutions and discussions we have finalised here. The theme of this conference serves as our unwavering compass of measure. We have rigorously examined the state of our party, and we are reinforcing our political foundation as an engine for national transformation.
We are a mass party with a rich legacy, and this conference has echoed our founding values. Upon this bedrock, we continue to deepen people-centered governance. The party's strength lies in an efficient system, solid structures, and active organs. Every single leader has a duty to be visible and directly accountable to the needs of the grassroots.
In our quest to serve the nation, results are needed as our promises. We are moving swiftly from promises to delivery—from resolutions to results. The resolutions we have adopted require measurable progress, strict monitoring, and clearly established timelines. Any challenges we face must be addressed directly by us as leaders, through robust synergies, collaboration, and an open-door policy that welcomes continuous feedback.
This morning, we demonstrated this exact spirit of delivery on the sidelines of our conference by commissioning life-changing infrastructure projects for our people: We commissioned the 1,271-bed state-of-the-art student accommodation facility built by the Mining Industry Pension Fund (MIPF). This US$26.1 million investment stands as secure, modern housing for our youth, advancing our vision for education.
We officially commissioned the new oxygen production plant and a 100 kW solar system at Chinhoyi General Hospital to guarantee uninterrupted, life-saving green energy.
We launched the Health on Wheels initiative to expand accessible healthcare directly to the communities that need it most.
Under the leadership of ZANU PF, commerce and social development will continue to thrive, firmly anchored on the preservation of our armed history and liberation legacy.
Let us hit the ground running with discipline and unity. United we stand, divided we fall—unity remains indispensable.
Yesterday at the Digital UNGA, I had the privilege to present Zimbabwe’s national efforts to digitally include everyone. Our approach is anchored in National Development Strategy 2 (NDS2) and Vision 2030, with a clear focus on bridging the rural urban divide, expanding broadband infrastructure, and lowering barriers to digital literacy.I presented on the following:
• Over 10,000 remote sites connected in previously disadvantaged areas
• More than 17,000 km of national fibre backbone expanded
• Satellite providers such as Starlink licensed to reach isolated schools, clinics and underserved communities
• Free public Wi-Fi at rural business hubs through the Presidential Internet Scheme
• Traditional post offices modernised into Digital Centres, offering free equipment, web browsing and public service access
• 1.5 million citizens being trained through Digital Ambassadors and self taught portals with targeted programmes for women, youth and persons with disabilities
• National AI Strategy 2026–2030, integrating human centric AI into precision agriculture, telemedicine and inclusive digital governance.
Earlier in the day, I joined the Nigeria Digital Economy session at UNGA81, hosted by my counterpart Dr. @bosuntijani, where I shared Zimbabwe’s AI implementation roadmap. I also joined the Digital UNGA Awards presentations to honour those going the last mile.
Digital inclusion is not charity. It is justice. Not a privilege but a right. It is about dignity, opportunity and shared prosperity.
The future is not digital unless it is DigitALL.
Leave no one offline.

In Honourable Minister Mavetera @TateMavetera, we have a visionary, hands-on and skilled ICT Minister. She has called for optimal use of digital centres to provide digital literacy. She said Government targets to increase the digital literacy rate by 2030.
This will bridge the digital divide, create youth jobs and e-commerce opportunities, which is crucial towards achieving Vision 2030.
Today, I had the honor of meeting with United Nations Secretary-General António Guterres in New York during the 81st Session of the UN General Assembly.
In our wide-ranging discussions on multilateralism, climate justice, water security, and global system reform, our message was clear: we come not merely as individual nations, but as one unified voice for Africa.
For too long, the international system has remained deeply unequal. True global peace and sustainable development cannot be achieved until the international financial architecture and global governance systems are structurally reformed to support developing nations fairly.
From advocating for robust climate adaptation financing to advancing water diplomacy for water-scarce nations, Africa stands ready to lead. We also firmly reaffirm that lasting stability requires the inclusion of women in global peace processes and the urgent resolution of ongoing international conflicts.
Thank you, Secretary-General Guterres, for recognizing Zimbabwe’s principled voice.
Together, as a united continent, we will continue to champion the development, equity, and future that Africa deserves.
NDS2 🇿🇼 DEVELOPMENT IS A RIGHT — AND NO ONE SHOULD BE LEFT BEHIND.
Zimbabwe joins the international community in commemorating the 40th anniversary of the Declaration on the Right to Development—reaffirming that every person and every nation should have the opportunity to participate in and benefit from development.
Four decades on, poverty, inequality, climate change, debt pressures and unequal access to technology continue to limit opportunities across the developing world.
Zimbabwe is calling for stronger international solidarity, affordable development finance, technology transfer and greater participation of developing countries in decisions that shape the global economy.
For Zimbabweans, this means creating greater space for investment, jobs, infrastructure, innovation, climate resilience and improved livelihoods.
Development must deliver tangible opportunities for ordinary people—and no nation should be denied its right to progress.
