Interesting post by @wstv_lizzi on a recent Qiushi article by Xi Jinping on the need to boost consumption. For all the talk, however, it isn't clear that Beijing recognizes or is willing to discuss how the income redistribution needed to boost consumption is likely to affect either manufacturing competitiveness or political institutions.
It's as if you can transfer "to" without ever needing to transfer "from", even though if households are to retain a much higher share of GDP (ultimately at least 10-15 percentage points of GDP), either businesses or government (or both) must retain a much lower share.
When other low-consumption/high-manufacturing economies have rebalanced towards more consumption, the manufacturing share has always declined while overall growth slowed (or even contracted). This isn't just an unlucky coincidence, and if Beijing continues to insist on avoiding the latter, it will continue to be unable to accomplish the former.
