Hier à Paris, c'était l'heure de vérité dans la course pour le poste de Secrétaire général de la Francophonie. L'audition des quatre candidats, par la 47ème session extraordinaire de la Conférence ministérielle de la Francophonie (CMF), a permis à chaque postulant de présenter, pendant 20 minutes, son parcours et sa vision, et de répondre, pendant 35 minutes, aux questions des ministres. Ceci était une première dans l'histoire de la Francophonie, qui a été permise par la réforme de la gouvernance de l'OIF opérée par la Secrétaire générale actuelle, Louise Mushikiwabo.

49 États membres, dont 23 ministres, étaient représentés à la CMF, y compris les Ministres des Affaires étrangères des quatre États ayant présenté des candidats (trois - Mauritanie, Roumanie et Rwanda - en présentiel, et une - RDC- en visioconférence).

À l'issue des auditions, deux conclusions se sont immédiatement imposées:

1) Les présentations de tous les candidats ont été faites dans un esprit très constructif. En effet, les trois femmes africaines et le gentleman européen ont pu dérouler leur programme, sans confrontation aucune entre pays ou candidats. Les même personnes ont d'ailleurs pu échanger, de façon cordiale et courtoise, lors de la réception organisée par le Président cambodgien de la CMF;

2) Un contraste saisissant a quand-même sauté aux yeux de tous; entre d'une part, l'expérience, la compétence et la maîtrise des dossiers de Louise Mushikiwabo, et, d'autre part, celles de ses trois compétiteurs. Mais cela n'enlève rien à l'ambition sincère que tous les candidats ont pu exprimer pour notre organisation commune.

La prochaine étape sera le 20ème Sommet de la Francophonie, qui aura lieu à Phnom Penh au Cambodge les 15-16 Novembre 2026, au cours duquel les Chefs d'État et de Gouvernement vont, sur recommendation de leurs ministres, élire ou réélire le/la Secrétaire général(e) de la Francophonie.

Today, two Rwanda Defence Force Senior officers, Lt Col Christian Mushengezi and Lt Col John Bosco Kamuhangire graduated from defence studies programmes at the Joaan bin Jassim Academy for Defence Studies after successfully completing a ten-month programme of professional military education.

In addition to their military training, the officers also completed Arabic language studies, further strengthening their capacity for international military cooperation.

The ceremony was held under the patronage of HE Sheikh Saud bin Abdulrahman Al Thani, Deputy Prime Minister and Minister of State for Defence Affairs and attended by senior officials of the Qatar Armed Forces, diplomatic representatives, and distinguished guests. The RDF was represented by the Rwanda Defence Attaché to Qatar, Col. Bernard Niyomugabo.

"If you look at what has happened in Eastern Congo, and everything we have gone through over the past four or five years, and you look at what we have left behind, there is evidence. There are facts that speak for themselves. In Eastern Congo, in Goma and elsewhere, the whole world came together against Rwanda. The whole world lined up against Rwanda: the FDLR and all the groups associated with it that have been mentioned, the Wazalendo, the Burundian forces, the FARDC, the South Africans, and many others. I would rather not spend time naming them all; there were so many.

When you look at the scale of what they had assembled there and what they were up against, it is clear that what they were trying to do was wage war against Rwanda, destabilize our country, and reshape it the way they wanted. In fact, they said so themselves. Ordinarily, if someone were to say these things without evidence, you might think they were simply trying to frighten people, to intimidate them.

To convince themselves that what they wanted was within reach and that they were going to achieve it, they even brought in mercenaries. You know that many of them passed through here. We gave free passage to our enemies, allowing them to leave a war they waged against us, a war that was never theirs to begin with. That alone tells you something. And it is also something for which our forces, together with others who stood with them, deserve recognition.

As for Rwanda, we will always be in a struggle for our very existence. Regardless of those who wish us harm, surrounding us from many sides, one thing remains true: we should and will always be a step ahead of them.

In addition to Russian company Rosatom, a world leader in construction of nuclear power plants, last week at the Nuclear Energy Innovation Summit in Kigali, Rwanda signed an MoUs with the US Government, to advance civil nuclear cooperation between the two countries, as well as other agreements between Rwanda’s Atomic Energy Board and companies from the United States, South Africa and Austria.

In Rwanda, feasibility studies for both the construction of a facility using SMR technology and establishing the Centre for Nuclear Science and Technology are ongoing. This evening, President Kagame and First Lady Jeannette Kagame joined a full BK Arena for the Basketball Africa League (@theBAL) Season 6 Final game between Rwanda’s RSSB Tigers and Angola’s Petro de Luanda.

RSSB Tigers were crowned champions after a hard-fought 90–88 victory, becoming the first Rwandan team to win the BAL title since the league was launched in 2021.
