Anyone can file an FIR against anybody; it’s not in the government’s hands anyway. Jitendra ji or Nadda ji don’t have the legal authority to quash FIRs.

Once an FIR is officially registered, it cannot be physically 'withdrawn' or cancelled by the complainant or the police.

Instead, the legal mechanism to end the proceedings depends entirely on the nature of the offence. For serious or non-compoundable crimes, only the High Court holds the power to quash it.
