The Prevention of Cruelty to Animals Act was enacted in 1960. In 2026, India is still effectively operating under a law 𝘄𝗵𝗼𝘀𝗲 𝗽𝗲𝗻𝗮𝗹𝘁𝗶𝗲𝘀 𝗵𝗮𝘃𝗲 𝗯𝗲𝗰𝗼𝗺𝗲 𝗮 𝗻𝗮𝘁𝗶𝗼𝗻𝗮𝗹 𝗲𝗺𝗯𝗮𝗿𝗿𝗮𝘀𝘀𝗺𝗲𝗻𝘁. A fine that can be as low as ₹10 for animal cruelty is a 𝗺𝗼𝗰𝗸𝗲𝗿𝘆 𝗼𝗳 𝗷𝘂𝘀𝘁𝗶𝗰𝗲, not a deterrent.
Your own ministry received the long-awaited draft amendments to the PCA Act in 2022. Four years later, those amendments still remain unimplemented while animals continue to suffer and die every day.
Even more concerning, 𝗮𝗳𝘁𝗲𝗿 𝗺𝗲𝗲𝘁𝗶𝗻𝗴𝘀 𝘄𝗶𝘁𝗵 𝗶𝗻𝗱𝗶𝘃𝗶𝗱𝘂𝗮𝗹𝘀 𝗸𝗻𝗼𝘄𝗻 𝗳𝗼𝗿 𝗼𝗽𝗽𝗼𝘀𝗶𝗻𝗴 𝗮𝗻𝗶𝗺𝗮𝗹 𝘄𝗲𝗹𝗳𝗮𝗿𝗲 𝗺𝗲𝗮𝘀𝘂𝗿𝗲𝘀, 𝘀𝘁𝗮𝘁𝗲𝗺𝗲𝗻𝘁𝘀 𝗲𝗺𝗲𝗿𝗴𝗲 𝗾𝘂𝗲𝘀𝘁𝗶𝗼𝗻𝗶𝗻𝗴 𝘁𝗵𝗲 𝗲𝗳𝗳𝗲𝗰𝘁𝗶𝘃𝗲𝗻𝗲𝘀𝘀 𝗼𝗳 𝘁𝗵𝗲 𝗔𝗕𝗖 𝗥𝘂𝗹𝗲𝘀 𝗮𝗻𝗱 𝗵𝗶𝗻𝘁𝗶𝗻𝗴 𝗮𝘁 𝗰𝗵𝗮𝗻𝗴𝗲𝘀, while animal lovers and compassionate citizens are routinely ridiculed on national platforms instead of being supported.
Under your tenure, 𝗮𝗻𝗶𝗺𝗮𝗹 𝗰𝗿𝘂𝗲𝗹𝘁𝘆 𝗶𝘀 𝗮𝘁 𝘂𝗻𝗽𝗿𝗲𝗰𝗲𝗱𝗲𝗻𝘁𝗲𝗱 𝗹𝗲𝘃𝗲𝗹𝘀. Citizens who defend animals and fulfill their constitutional duty under Article 51A(g) are facing 𝘁𝗵𝗿𝗲𝗮𝘁𝘀, 𝘃𝗶𝗼𝗹𝗲𝗻𝗰𝗲, 𝗵𝗮𝗿𝗮𝘀𝘀𝗺𝗲𝗻𝘁, 𝗮𝗻𝗱 𝗶𝗻𝘁𝗶𝗺𝗶𝗱𝗮𝘁𝗶𝗼𝗻. Across the country, animals continue to be subjected to cruelty, exploitation, and killing, while meaningful legal reform remains stalled.
At the same time, India continues to be among the world's largest exporters of buffalo meat, and animals continue to be sacrificed in the name of tradition and superstition, despite Article 51A(h) calling upon citizens to develop a scientific temper, humanism, and the spirit of inquiry and reform.
A minister entrusted with animal welfare should be leading reform, strengthening protections, and standing with the vulnerable 𝗻𝗼𝘁 𝗽𝗿𝗲𝘀𝗶𝗱𝗶𝗻𝗴 𝗼𝘃𝗲𝗿 𝘆𝗲𝗮𝗿𝘀 𝗼𝗳 𝗱𝗲𝗹𝗮𝘆 𝘄𝗵𝗶𝗹𝗲 𝗰𝗿𝘂𝗲𝗹𝘁𝘆 𝗲𝘀𝗰𝗮𝗹𝗮𝘁𝗲𝘀.
If animals are not protected, if compassionate citizens are not protected, and if long-promised legal reforms are not delivered, 𝘁𝗵𝗲𝗻 𝘄𝗵𝗮𝘁 𝗺𝗼𝗿𝗮𝗹 𝗮𝘂𝘁𝗵𝗼𝗿𝗶𝘁𝘆 𝗿𝗲𝗺𝗮𝗶𝗻𝘀 𝘁𝗼 𝗰𝗼𝗻𝘁𝗶𝗻𝘂𝗲 𝗵𝗼𝗹𝗱𝗶𝗻𝗴 𝘁𝗵𝗶𝘀 𝗼𝗳𝗳𝗶𝗰𝗲?

I am heartbroken. I haven’t been able to sleep since I heard what happened to Mickey.
The world needs to see the cruelty that is unfolding in India. The order has unleashed a level of cruelty that is unimaginable, and it needs to be reversed before more blood is shed.
Mickey was brutally beaten until he was left half dead… and then thrown off.
This happened at Raheja Exotica, Madh Island, Mumbai.
It is truly gut-wrenching.
The accused must face the strictest punishment possible. But no punishment can undo the blood that has been shed, or bring Mickey back to the people who loved him.
