Why is this even a question? It's already in the Constitution via the 14th Amendment.
Only citizens can vote.
The 15th, 19th, 24th, and 26th specifically addresses groups who historically had issues voting.
Maybe Republicans should invoke The Voting Rights Act of 1965.
