@JoseFDaPonte says the Marshall Islands launched the world's first nationwide universal basic income paid onchain in late 2025. Citizens get USDM1, a sovereign bond issued on Stellar and backed by U.S. Treasuries.

Benefit cash used to be shipped by boat across 29 atolls. Now it lands in a wallet right away. He also cites Stellar's work with UNHCR in Ukraine, UNDP, and Hope for Haiti.

How do ZBCN and XLM fees work in Zebec payroll on Stellar?

There are two separate fee layers 👇

🔹 XLM pays Stellar network fees.
These cover transactions on Stellar. For classic transactions, the current minimum is 100 stroops 0.00001 XLM, per operation. Congestion can increase fees, while smart-contract transactions also incur resource fees.

🔹 ZBCN pays Zebec payroll service fees.
These are the fees for using Zebec’s payroll product. Simon explained in the Spaces that payroll fees are paid in ZBCN on payroll runs and transactions.

🔹 Stablecoin conversion simplifies the experience.
Zebec says employers can hold ZBCN directly or have stablecoin balances automatically converted into ZBCN when service fees are assessed. Simon also described conversion to cover fees within the enterprise experience.

XLM supports the network layer. ZBCN supports the payroll service layer.

Conversion changes how the fees are funded; it doesn’t remove them. Cash-out and currency-conversion charges are separate considerations.
