On the Morning of this day 9 years ago, then President Uhuru Kenyatta summoned the Nation Security Council for a meeting at State House, Nairobi.

He needed to make a quick decision on his appearance at the International Criminal Court.

"I am not going to be the first President to appear before that court," he reportedly told the meeting.

Immediately after this meeting, he called in his Cabinet, and for hours, they debated a solution that the NSC had grudgingly agreed on. It was a solution that also divided the Cabinet for hours delaying the President's address to Parliament.

Some of the Cabinet members who were more allied to Uhuru than his then Deputy William Ruto said that this was too risky a move to take.

Minutes past 3pm, the President left State House for Parliament. His address focused on the sovereignty of Kenya and its people.

As we moved towards the conclusion of this speech, he announced "It is for this reason that I chose not to put the sovereignty of more than 40 million Kenyans on trial since their democratic will should never be subject to another jurisdiction. Therefore let it not be said that I am attending the status conference as the president of Kenya. Nothing in my position or my deeds as president warrants my being in court."

It was after this that William Ruto took up office as the temporary President for three days as Uhuru travelled to The Hague.
