Identity should need to be proven only when it is attached to an ability that we have collectively deemed testable (usually on the basis of harm reduction).

Driving licences are the obvious example here.

But voting carries no harm, except to unsuccessful political candidates.

In a generous society, proving your 'official' identity should not be a condition attached to your most important rights.

This does not only apply to voting. You shouldn't have to fill in forms or produce ID to access emergency healthcare, for example.
