Russian Finance Minister Anton Siluanov showed up in person—the first such appearance since Russia’s 2022 invasion of Ukraine—after the U.S., which holds the G20 presidency, welcomed him back. Other ministers were reportedly surprised and European officials objected; they even refused to include Siluanov in the traditional G20 “family photo.”
