The absolute number isn’t huge, but the directional trend matches broader migration and employment patterns. Dallas and Austin gained companies, people, and jobs. SF and LA lost all three.
That’s why the chart is interesting.
Looking only at the number of HQ relocations misses the point. HQs are a leading indicator of where high-income jobs/investment/future growth are concentrating. The metros winning HQ relocations are largely the same metros winning population and job growth.
There really aren’t any rules. You just go to court. If it fails, go to court again until a judge says you’re all set.
