As you clean up local government, kindly take keen interest in District Service Commissions. In many districts, they have become crime scenes disguised as recruitment offices.
A qualified doctor may be asked for “fuel” of only 2 to 5 millions, just to make the shortlist, then told to raise as much as 40 millions "to properly secure the job".
If applicants are broke and the "revenue" collected is not enough, the vacancy is simply re-advertised the next year and another group of desperate applicants is invited.
There are posts that remain vacant for years, not because there are no qualified personnel but because they are being kept for someone’s relative who has just joined university.
Public jobs are being auctioned, while qualified Ugandans remain unemployed.
This rot deserves a serious investigation. And, desicive treatment.
