@AaronCosbey In addition to the European countries mentioned in other comments, Singapore also has a feebate system called VES. A few other Asia-Pacific/Middle Eastern countries levy CO2 or fuel economy based vehicle taxes, including Japan, Thailand, part of Australia, and Israel.
1) China cannot expect to meet its dual control targets with an energy-intensive economic model and periodic power rationing. 2) The widespread power shortage reveals the vulnerability of China’s coal-reliant, regulated power system when fossil fuel prices fluctuate drastically.

@LHongqiao I was wondering if the new regulation means they no longer ban the use of retired EV batteries in energy storage projects? Seems NEA is not part of the new rule
