ATM Calls for Urgent Parliamentary Inquiry Into Illegal Smuggling of South African Medicines, Stolen ARVs and Theft of Public Healthcare Resources

The African Transformation Movement (ATM) has formally called on Parliament's Portfolio Committee on Health to launch a comprehensive inquiry into the illegal export and smuggling of South African medicinal products, the theft of medicines from the public healthcare system, and the exploitation of the country's traditional and indigenous health resources. In a proposal dated 8 July 2026 and addressed to Portfolio Committee Chairperson Azwihangwisi Faith Muthambi, the party said the matter should be prioritised during the committee's third-term programme.

The ATM said South Africa spends billions of rand each year on medicines, vaccines and essential pharmaceutical products intended for patients using public hospitals, clinics and community healthcare facilities. The submission pointed to the recent discovery of bags containing antiretroviral medicines and other pharmaceutical products on a bus travelling towards Zimbabwe and Malawi after a fatal crash in Limpopo. "This incident cannot be treated as isolated; it points to a broader risk that medicines procured with South African taxpayers' money may be diverted from our healthcare system and transported beyond our borders for commercial gain," the proposal states. It also noted that Cabinet had reportedly expressed concern and confirmed a full-scale investigation into possible pharmaceutical smuggling.

The proposal urges Parliament to determine whether the Department of Health and the South African Health Products Regulatory Authority (SAHPRA) have adequate systems to prevent the theft, diversion and illegal export of medicines. It also calls for scrutiny of coordination between the Department of Health, SAHPRA, the Border Management Authority, SARS Customs, the South African Police Service, the Hawks, the National Prosecuting Authority, the Department of Forestry, Fisheries and the Environment, the Department of Trade, Industry and Competition, the South African Medical Research Council, the National Health Laboratory Service, as well as representatives from the traditional and indigenous health sector. "Parliament must therefore satisfy itself that the Department of Health, together with the South African Health Products Regulatory Authority (SAHPRA), has adequate systems in place to prevent the theft, diversion and illegal export of medicinal products from South Africa," the submission reads.

The ATM also wants the inquiry to examine the extent of medicine theft from the public healthcare system, the illegal export of pharmaceutical products through formal and informal border crossings, security at hospitals and medicine depots, the role of organised criminal syndicates and foreign nationals, financial losses suffered by the state, the adequacy of existing legislation, and the protection of South Africa's indigenous medicinal plants and traditional healthcare knowledge from unlawful commercial exploitation. The proposal has now been submitted to the Portfolio Committee on Health for consideration.

[OPERATION PROSPER RESULTS IN THE ARREST OF 217 SUSPECTS AT KLOOF MINE, WESTONARIA]

A multidisciplinary law enforcement #OperationProsper, conducted at Losberg Kloof Mine in Westonaria on Tuesday, 07 July 2026, has resulted in the arrest of 217 suspects.

The operation was led by the South African Police Service (SAPS) in collaboration with the South African National Defence Force (SANDF), Sibanye Protection Services and Fidelity Specialised Services.

The operation targeted illegal mining activities and related criminal offences in the area. Among those arrested were illegal immigrants comprising Mozambican, Zimbabwean and Lesotho nationals. Two suspects were arrested for possession of ammunition and for aiding and abetting illegal immigrants.

Police also recovered equipment used for illegal mining, including phendukas, foodstuffs and alcohol. A 9mm pistol, two magazines and 118 rounds of AK-47 ammunition were also seized.

The operation forms part of ongoing efforts by law enforcement agencies to combat illegal mining and related criminal activities across Gauteng.
