Russian refinery throughput has now collapsed to 2.8mbpd from 5.1mbpd in 2022. Omsk is severely damaged, though not yet fully offline (see below).

Gasoline, diesel and jet shortages are now emerging simultaneously. With multiple crude distillation units (CDUs) knocked out across the refinery system, there is no quick path to restoring refining capacity. Sustained product imports are becoming Russia's only viable medium-term solution.

Good luck with that. Belarus' Mozyr refinery is the Kremlin's best hope for securing up to 90kbpd of gasoline and a bit of jet and diesel. But it sits just across the Ukrainian border and is itself an obvious strategic target - expressis verbis by @ZelenskyyUa.

🔥 14 vessels hit overnight on July 9 in the Sea of Azov by the Birds of the Unmanned Systems Forces.

The worms’ shadow fleet keeps shrinking: 35 tankers, cargo ships, and auxiliary vessels hit within the past 96 hours.

Overnight, deep behind enemy lines in occupied Crimea and the southern occupied territories, the Birds of the Unmanned Systems Forces struck 45 military targets.

🔥 Among the wide range of targets across Crimea were the Saky Thermal Power Plant, three fuel storage sites, two logistics bases, a Zhitel electronic warfare station, communications towers, enemy transport and logistics hubs, fuel trucks, and 14 vessels from russia’s shadow fleet – 12 tankers, one cargo ship, and one tugboat. All were in the Sea of Azov.

Пакет далекобійних санкцій для примусу Росії до миру, застосований уночі та вдень 8 липня

Аналіз фото- та відеопідтверджень щодо таких об’єктів:

1. Саратовський НПЗ

* Зафіксовано влучання та горіння установки ізомеризації пентан-гексанової фракції.
* Зафіксовано горіння комунікацій у районі установки ЕЛОУ-АВТ-6.
* Зафіксовано горіння комунікацій/резервуарів резервуарного парку НПЗ.

Ймовірно, основною ціллю була саме установка АВТ-6. Водночас горіння безпосередньо цієї установки на фотографіях зафіксовано не було, що не виключає влучання, але не дає можливості підтвердити цей факт.

Тому, судячи з аналізу, результатом удару можна назвати зупинку заводу на час інспекції ушкоджень і подальше відновлення виробництва, але вже без компонентів ізомеризації пентан-гексанової фракції. Це може призвести до різкого зниження якості бензину або до потреби закупівлі дорогих компонентів ззовні, що негативно вплине на ціну.

2. Нижньокамський НПЗ ТАИФ-НК

* Зафіксовано масштабну пожежу на території установки ЕЛОУ-АВТ-7.
* Зафіксовано горіння технологічних естакад/резервуарів як безпосередньо НПЗ, так і сусіднього етиленового виробництва.

Результатом удару стало ураження великої установки первинної переробки нафти потужністю 7,3 млн тонн нафти на рік, що є найбільш результативним ураженням серед зазначених.

АВТ, враховуючи тип сировини — важку татарську нафту, забезпечувала 4–5 тис. тонн бензинових/нафта-фракцій на добу, придатних для подальшої переробки в бензин. Значна частина цих фракцій йшла на нафтохімічний кластер, і лише близько половини спрямовувалася на вторинну переробку для виготовлення автомобільного бензину. Водночас виробництво дизелю могло сягати близько 10 тис. тонн на добу.

Через раптову зупинку поставок бензинових/нафта-фракцій нафтохімічний кластер буде змушений або зупинитися, або налагодити довезення сировини з інших НПЗ, що матиме значний вплив на ціну кінцевої продукції.

3. ЛПДС Черкаси-ПП

* Зафіксовано масштабне горіння резервуарного парку.

ЛПДС Черкаси-ПП є ключовим вузлом нафтопродуктопровідної системи. Вона має резервуарний парк ємністю близько 400 000 кубічних метрів, який приблизно в рівних пропорціях поділено між бензином і дизелем.

Станція здійснює приймання, зберігання та транспортування легких нафтопродуктів групи НПЗ «Башнефть» в Уфі, а також виступає буферним резервуарним парком на нафтопродуктороводі підключеного до таких НПЗ, як Омський, Салаватський, Пермський, Антипинський (Тюмень) та інших східних НПЗ нафтопродуктопровідної системи.

Горіння такого вузла — це не лише знищення десятків тисяч тонн палива, а й зупинка важливого логістичного зв’язку та суттєве збільшення витрат на транспортування легких нафтопродуктів в умовах, коли логістична інфраструктура перебуває під постійним тиском.

Підсумовуючи, можна зазначити, що характер ударів є багатокомпонентним: вплив здійснюється на виробництво палива, якість кінцевого продукту, логістичні витрати, доступність та ціну.

Well, the problem is no longer just logistics. It's volumes too. Period.

Russia's refinery system is now short roughly 200kbpd of gasoline versus domestic demand of around 880kbpd, according to our data, and that is before the overnight strikes on Omsk & YANOS. Diesel is more complicated because of the split between high- and low-sulfur grades, but that market is tightening rapidly too as the agricultural season gets underway.

Overall refinery throughput is down 34% vs our 2022 baseline. At that point, shortages become behavioural as much as physical. There may be enough high-sulfur diesel nationally, but distribution bottlenecks and the usual Russian middlemen games mean some regions and consumers will be favoured over others. Meanwhile, households begin panic buying. That's not a bug. It's a feature of every supply crisis. Once that psychology takes hold, no government can simply decree it away.

@khodorkovsky_en is right that imports from Belarus, Kazakhstan and India can cushion part of the deficit. But they are no silver bullet. Belarus and Kazakhstan have limited export capacity, while imports from farther afield such as India where Rosneft owns partly a plant (China currently does not export products) are slower and more expensive. If Ukraine destroys refinery output faster than Russia can replace it, the deficit simply keeps growing.

This is a dynamic campaign, not a static one. Time is now Ukraine's ally, not the Kremlin's. It is shaping up to be a very long, hot summer for the Kremlin.

Port was part of NATO logistics exercise AURORA26 very recently.
