Resolution adopted unanimously by the Socialist International (@Soc_Intl) Council (Malta, 2025) on the Situation in and around Nagorno-Karabakh:

The Socialist International reaffirms that to secure peace in Nagorno-Karabakh, a number of important parameters must be taken into account. The conflict cannot be resolved by military means and the process to be successful must include:

a) Guarantee the voluntary, safe, dignified, unhindered, and internationally guaranteed return of all those displaced from Nagorno-Karabakh since the 2020 war and after September 19, 2023, ensuring full protection from any form of intimidation or coercion.

b) Facilitate the immediate release of the 23 remaining Armenian detainees in Baku, including Davit Ishkhanyan—participant in the XXVI Congress of the Socialist International (Madrid, 2022)—and ensure that all de facto closed-door and politically motivated legal proceedings in the Military Court of Baku are transparent and consistent with international standards.

c) Prevent the destruction or alteration of Armenian religious and cultural heritage in and around Nagorno-Karabakh and safeguard the region’s historical legacy.

ANCA Affirms Artsakh's Rights - Rejects Bill Locking in Azerbaijan's Genocidal Gains:

The ANCA opposes passage of H.R.5632 – a misguided measure that locks in Azerbaijan’s genocidal actions, by normalizing its ethnic cleansing of Artsakh (Nagorno Karabakh), while leaving out legitimate claims for redress concerning Artsakh refugees, Armenian hostages, Christian holy sites, and Azerbaijan’s military occupation.

Despite sustained bipartisan calls from the Congressional Armenian Caucus, relentless advocacy by the Armenian American community and our coalition allies, and a constructive State Department letter (September 25, 2025) setting forth U.S. policy on these points, the bill manifestly fails to address:

1) Azerbaijan’s illegal detention and abuse of Armenian hostages, civilian prisoners, and POWs;

2) The right of Artsakh refugees to return in a collective, internationally protected manner to their homes;

3) Azerbaijan’s destruction of Christian heritage sites and civilian property; and

4) Azerbaijan’s ongoing military occupation of sovereign Armenian territory.

By narrowly defining aggression as only renewed acts of aggression, the bill implicitly endorses Azerbaijan’s past aggression, effectively normalizing its genocide of Artsakh and continued occupation of Armenian territory.

The bill also recklessly deems sanctionable “any person” who “thwarts or undermines” the peace process – without defining these terms. This vague provision risks stifling legitimate democratic discourse, including among Armenia’s population and its civic, political, and spiritual institutions – among them leading figures in the Armenian Apostolic Church.

Our Congress should be advancing a real peace – an enduring peace - based on justice, not legitimizing Azerbaijan’s genocidal gains – rubber-stamping dangerous concessions forced upon Armenians by Azerbaijan at the point of a gun.

The ANCA condemned the dissolution of the OSCE Minsk Group today, noting that it represents a setback to multilateral diplomatic engagement in ensuring a just, durable, and dignified peace in the South Caucasus region.

“The dissolution of the OSCE Minsk Group is not a step toward peace, but an Azerbaijan-imposed condition to advance a lopsided deal secured through coercion and the use of force. This dangerous precedent rewards Baku’s genocidal ethnic cleansing of Artsakh, illegal imprisonment and torture of Armenian prisoners, and ongoing occupation of sovereign Armenian lands – undermining the very principles of international law and diplomacy the Minsk process once embodied," stated ANCA Executive Director Aram Hamparian.

"U.S. leadership is more vital than ever to enforce Section 907 of the FREEDOM Support Act, apply Global Magnitsky sanctions, and rally international partners to build a lasting and durable South Caucasus peace based on accountability and justice – ensuring the protected return of Artsakh’s indigenous Armenian population, the Azerbaijan’s immediate release of Armenian prisoners, the protection of Armenian cultural heritage, and the security and sovereignty of Armenia,” concluded Hamparian.

In a statement issued earlier today, the @ANC_Intl stressed that in the absence of the OSCE Minsk Group, "genuine multilateralism and international mediation—remains indispensable," and urged the OSCE and broader international community "to remain engaged, to uphold their human rights and humanitarian mandates, and to work actively for the protection of the rights of displaced Armenians, the release of hostages, and the preservation of cultural heritage. Only sustained, impartial, and principled engagement can secure the dignity and rights of the people of Artsakh and make possible a real, lasting peace in the South Caucasus."
