بمناسبة مرور عام على دخول ما يُسمّى “وقف إطلاق النار” في قطاع غزة حيز التنفيذ، ندعو نحن، منظمات المجتمع المدني في إسرائيل، المجتمع الدولي إلى اتخاذ خطوات ملموسة لحماية سكان قطاع غزة.
بالنسبة إلى 2.1 مليون من سكان القطاع، لا يزال الهجوم الإسرائيلي مستمرًا. وفي غياب أي تدخل، يواجهون عامًا رابعًا من القتل والدمار والنزوح والتجويع، في ظروف معيشية مروعة خلقتها إسرائيل وتواصل فرضها عليهم. وكل ذلك فيما يتمتع المسؤولون عن ذلك بحصانة مطلقة.
منذ 10 تشرين الأول 2025 وحتى اليوم، قُتل على أيدي القوات الإسرائيلية 1,467 فلسطينيًا في القطاع، من بينهم ما لا يقل عن 324 طفلًا. وارتفع عدد القتلى منذ الهجوم الذي نفذته حماس في 7 تشرين الأول 2023 إلى أكثر من 74 ألفًا، من بينهم 21,976 طفلًا، إضافة إلى أكثر من 175 ألف جريح. وتواصل القوات الإسرائيلية شن الهجمات برًا وجوًا وبحرًا، ودَفعت السكان إلى منطقة تشكل أقل من نصف مساحة القطاع، في الجانب الغربي من “الخط الأصفر”. لا يزال آلاف الفلسطينيين من سكان القطاع محتجزين دون محاكمة في مرافق احتجاز داخل إسرائيل، ومعزولين بشكل كامل عن أفراد عائلاتهم، فيما تشير شهادات عديدة إلى التعذيب وسوء المعاملة والتجويع في هذه المرافق، بها توفي عشرات المعتقلين.
تضرر أو دُمّر أكثر من 80% من المباني في القطاع، ويعيش نحو 1.7 مليون شخص في مواقع للنازحين، بما في ذلك الخيام والملاجئ المؤقتة والمدارس والمباني الخطرة. يقترب الشتاء الرابع في ظل هذه الظروف، مهددًا غالبية سكان القطاع، ولا سيما أولئك الذين يعيشون في خيام متهالكة ومبانٍ تضررت جراء القصف. وقد تضرر النظام الصحي والبنية التحتية للمياه والصرف الصحي والكهرباء بشدة. وتواجه غالبية الأسر نقصًا حادًا في المياه ولا تحصل على الحد الأدنى المطلوب من مياه الشرب. ويهدد تدفق مياه الصرف الصحي غير المعالجة الصحة العامة ويسهم في انتشار الأمراض.
تواصل إسرائيل تقييد دخول مواد البناء ومواد أخرى إلى غزة، وهي مواد ضرورية لإصلاح البنية التحتية المدنية وصيانتها. كما تربط التعافي وإعادة إعمار القطاع بنزع سلاح حماس، بينما تؤخر عملية إعادة الإعمار، بما في ذلك تحويل أموال إعادة الإعمار التي تعهدت بها دول عديدة. كذلك، تعرقل عمل منظمات الإغاثة الإنسانية القادرة على الحد من آثار الكارثة الإنسانية المتفاقمة. وفي الوقت نفسه، تمنع إسرائيل سكان القطاع الفلسطينيين من الانتقال إلى الضفة الغربية، بما فيها القدس الشرقية، حتى لتلقي علاجات طبية منقذة للحياة.
وهكذا تواصل إسرائيل المساس بالحقوق الأساسية للفلسطينيين في القطاع، ومن بينها الحق في الحياة، والحق في الصحة، والحق في الحياة الأسرية، وحرية الحركة. وذلك رغم أنها، بصفتها قوة احتلال، تتحمل المسؤولية والالتزامات تجاه السكان المدنيين بموجب القانون الدولي. وتمتنع المحاكم الإسرائيلية، مرة تلو الأخرى، عن التدخل في هذه السياسات، وبذلك تمنحها غطاءً قانونيًا.
يعرض مسؤولون كبار في الحكومة الإسرائيلية “الهجرة الطوعية” باعتبارها مخرجًا لسكان القطاع العالقين في ظروف الحياة الصعبة التي تخلقها إسرائيل نفسها لهذا الغرض. ونحن نحذر من أنه في ظل هذه الظروف القسرية، لا يمكن اعتبار المغادرة طوعية، وأنه إذا لم يكن حق المغادرين في العودة مضمونًا، فإن الأمر يشكل نقلًا قسريًا يُعد جريمة حرب وجريمة ضد الإنسانية. وقد خلصت محكمة العدل الدولية في كانون الثاني 2024، إلى وجود خطر حقيقي بالمساس بالحقوق التي تحميها اتفاقية منع جريمة الإبادة الجماعية، ومنذ ذلك الحين أصدرت المحكمة الجنائية الدولية مذكرتي توقيف بحق بنيامين نتنياهو ويوآف غالانت على خلفية جرائم حرب وجرائم ضد الإنسانية في غزة.
نطالب إسرائيل بوقف هجماتها على المدنيين، وفتح المعابر، ورفع القيود التي تمنع سكان القطاع من إعادة بناء حياتهم.
وندعو المجتمع الدولي إلى الانتقال من التصريحات إلى العمل، واتخاذ جميع الخطوات المتاحة له لإلزام إسرائيل بالوفاء بالتزاماتها بموجب القانون الدولي، بما في ذلك التزامها بحماية المدنيين.

במלאת שנה לכניסתה לתוקף של מה שמכונה “הפסקת אש” ברצועת עזה, אנו, ארגוני חברה אזרחית בישראל, קוראים לקהילה הבינלאומית לנקוט בצעדים ממשיים להגנה על תושבי רצועת עזה.
עבור 2.1 מיליון תושבי ותושבות הרצועה, המתקפה הישראלית נמשכת. בהיעדר התערבות הם ניצבים בפני שנה רביעית של הרג, הרס, עקירה והרעבה, בתנאי חיים מחרידים שישראל יצרה וממשיכה לכפות עליהם. כל זאת בעוד האחראים לכך נהנים מחסינות מוחלטת.
מאז 10 באוקטובר 2025 ועד היום נהרגו בידי כוחות ישראליים 1,467 פלסטינים ברצועה, מתוכם לפחות 324 ילדים. מניין ההרוגים מאז הטבח שביצע חמאס ב-7 באוקטובר 2023 עלה למעל ל-74 אלף – מתוכם 21,976 ילדים, לצד יותר מ- 175 אלף פצועים. כוחות ישראליים ממשיכים לתקוף ביבשה, מהאוויר ומהים, ודחקו את האוכלוסייה לשטח המהווה פחות ממחצית משטח הרצועה, מצדו האחד של “הקו הצהוב”. אלפי פלסטינים תושבי הרצועה עודם מוחזקים ללא משפט במתקני המעצר בישראל, מנותקים לחלוטין מבני משפחותיהם, ועדויות רבות מצביעות על עינויים, התעללות והרעבה במתקנים אלה ,בהם מתו עשרות עצירים.
יותר מ-80% מהמבנים ברצועה ניזוקו או נהרסו, וכ-1.7 מיליון בני אדם חיים באתרי עקורים בתוך, בין השאר, אוהלים, מחסות מאולתרים, בתי ספר, ומבנים מסוכנים. חורף רביעי בתנאים אלה ניצב בפתח ומאיים על רוב תושבי הרצועה, ובעיקר אלו החיים באוהלים רעועים ובמבנים שנפגעו מהפצצות. מערכת הבריאות ותשתיות המים, התברואה והחשמל נפגעו קשות. רוב משקי הבית מתמודדים עם מחסור חמור במים ואינם מקבלים את כמות מי השתייה המינימלית הנדרשת. זרימת שפכים לא מטופלים מסכנת את בריאות הציבור ותורמת להתפשטות מחלות.
ישראל ממשיכה להגביל את כניסתם לעזה של חומרי בנייה ופריטים נוספים הנחוצים לתיקון ולתחזוקה של תשתיות אזרחיות. היא מתנה את ההתאוששות ואת שיקום הרצועה בפירוק חמאס מנשקו, תוך שהיא מעכבת את השיקום, לרבות העברת כספי השיקום שהובטחו על ידי מדינות רבות. כמו כן, היא חוסמת את פעילותם של ארגוני סיוע הומניטרי אשר יש בכוחם לצמצם את השפעות האסון ההומניטרי המתגלגל. במקביל, ישראל חוסמת את יכולתם של פלסטינים תושבי הרצועה לעבור לגדה המערבית, כולל ירושלים המזרחית, אפילו לשם טיפולים רפואיים מצילי חיים.
כך ממשיכה ישראל לפגוע בזכויות יסוד של פלסטינים ברצועה ובהן הזכות לחיים, לבריאות, לחיי משפחה ולחופש תנועה. זאת אף שככוח כובש, היא זו שנושאת באחריות ובחובות כלפי האוכלוסייה האזרחית מכוח הדין הבינלאומי. בתי המשפט בישראל נמנעים פעם אחר פעם מלהתערב במדיניות זו ובכך מעניקים לה הכשר משפטי.
בכירים בממשלת ישראל מציגים “הגירה מרצון” כמוצא עבור תושבי הרצועה הלכודים בתנאי החיים הגיהנומיים, שהיא עצמה יוצרת לשם מטרה זו. אנו מזהירים כי בתנאים כופים אלה אין מדובר בעזיבה מרצון וכי אם זכותם של העוזבים לשוב אינה מובטחת, מדובר בהעברה בכפייה המהווה פשע מלחמה ופשע נגד האנושות. כבר בינואר 2024 מצא בית הדין הבינלאומי לצדק סיכון ממשי לפגיעה בזכויות המוגנות באמנה למניעת רצח עם, ומאז הוציא בית הדין הפלילי הבינלאומי צווי מעצר נגד בנימין נתניהו ויואב גלנט בגין פשעי מלחמה ופשעים נגד האנושות בעזה.
אנו דורשים מישראל לחדול מהתקפותיה על אזרחים, לפתוח את המעברים ולהסיר את ההגבלות המונעות מתושבי הרצועה לשקם את חייהם.
אנו קוראים לקהילה הבינלאומית לעבור מהצהרות לפעולה ולנקוט בכל הצעדים שעומדים לרשותה כדי לחייב את ישראל לעמוד בחובותיה לפי הדין הבינלאומי, לרבות חובתה להגן על אזרחים.

Marking one year since the so-called “ceasefire” began, we, civil society organizations in Israel, call on the international community to take meaningful action to protect civilians in the Gaza Strip.
For the Strip’s 2.1 million residents, the Israeli offensive continues. Absent intervention, they face the prospect of a fourth year of killing, destruction, displacement and starvation, in horrifying living conditions created and maintained by Israel. All this while those responsible enjoy complete impunity.
Since October 10, 2025, 1,467 Palestinians in Gaza, including at least 324 children, have been killed by Israeli forces, bringing the death toll since the Hamas attacks of October 7, 2023 to more than 74,000, of which 21,976 are children, with more than 175,000 injured. Israeli forces continue to attack by land, air and sea, and have crowded the population into less than half of the Strip’s territory behind the Yellow Line.
Thousands of Palestinian residents of Gaza are being held without trial in Israeli detention facilities, completely cut off from their families. Numerous testimonies point to torture, abuse, and starvation taking place in these facilities, where dozens have also died.
More than 80 percent of structures in the Strip have been damaged or destroyed, and about 1.7 million people remain displaced, living in tents and other improvised shelters, schools, and damaged buildings. A fourth winter in these conditions looms ahead, threatening most of the population, especially those living in precarious tent encampments and bombed-out buildings.
The healthcare system and water, sanitation, and electricity infrastructure have been severely damaged. Most households face severe water insecurity and do not have the minimum required amount of drinking water. Flows of untreated sewage are causing disease.
Israel continues to restrict the entry of construction materials and other items needed for repair and maintenance of civilian infrastructure, conditioning recovery and reconstruction on Hamas disarmament. This includes blocking funds pledged by the international community for reconstruction and obstructing the work of international humanitarian organizations and their efforts to stem the unfolding humanitarian catastrophe.
Israel is also continuing to prevent Palestinians in Gaza from traveling to the West Bank, including East Jerusalem, even for life-saving medical treatment. Thus, Israel continues to violate Palestinians’ fundamental rights to life, health, family life and freedom of movement. This despite the fact that as occupying power, Israel bears obligations toward the civilian population in the Strip under international law. Israeli courts repeatedly refrain from intervening in its policy, thereby sanctioning its actions.
Senior Israeli government officials offer “voluntary emigration” as a way out for Gaza residents trapped in these hellish conditions, which Israel has created to in fact coerce people to leave. We warn that there would be nothing voluntary about leaving in these coercive conditions and that if the right to return to Gaza is not guaranteed, this would amount to forcible transfer, which constitutes a war crime and a crime against humanity.
Already in January 2024, the International Court of Justice found a real risk of harm to rights protected under the Genocide Convention, and since then, the International Criminal Court issued arrest warrants for Prime Minister Benjamin Netanyahu and former Defense Minister Yoav Gallant for war crimes and crimes against humanity.
We demand that Israel cease its attacks on civilians in the Gaza Strip, open the crossings, and remove restrictions preventing the Strip’s residents from rebuilding their lives.
We call on the international community to move from statements to action and to take all means at its disposal to compel Israel to meet its obligations under international law, including its obligation to protect civilians.

A seven-story building in Gaza, which was bombed during the war and had been sheltering dozens of displaced people, collapsed on its occupants in their sleep last night, killing children and entire families. According to the UN, around 400 structures are at immediate risk of collapse.
Many people were also injured when buildings collapsed last winter. A reality in which tens of thousands of people are forced to live amid the rubble, without housing solutions and without any possibility of reconstruction, is intolerable.
Israel must immediately allow the entry of everything needed to respond to this incident and to prevent the next disaster: engineering equipment, construction materials, tents, and shelter supplies.
