Pathways to Global Prosperity
Informed by the truth of our common humanity, we ought to be convinced that prosperity should not be the privilege of a few but the right of all. To achieve global prosperity, we must advocate for financial systems that are transparent, accountable, and responsive to the needs of the most vulnerable. This includes advocating for fair trade practices, equitable debt relief, and sustainable investment that prioritizes both people and the planet.
Furthermore, education and capacity-building are critical in empowering individuals and communities to actively participate in and benefit from economic growth. By investing in education and fostering entrepreneurship, we enable individuals to contribute to and share in the prosperity that our collaborative efforts will generate.

The Urgency of a New Global Financing Pact
In recent years, the world has experienced profound economic challenges—crises that have underscored the fragility of our financial systems and the inequalities that persist within them. From the disruptive impacts of climate change to the economic disruptions wrought by global pandemics, we are reminded of our interconnectedness and the necessity for collective action.
We find ourselves at a crossroads where the existing financial frameworks no longer suffice to address the complexities of our modern world. The Catholic Church and Ghana’s Bishops’ Conference believe that the call for a new global financing pact is not just a matter of financial reform but a profound shift towards a more inclusive and resilient economic paradigm. It is about reimagining our financial systems to better serve humanity, ensuring that no one is left behind in our quest for progress.
The Role of Collaboration in Achieving Economic Resilience
Economic resilience is not a solitary endeavour; it is forged through collaboration. In this interconnected world, no nation, institution, or community can thrive in isolation. True economic resilience arises from cooperative efforts that bridge divides and harmonize interests across borders.
Our faith teaches us the importance of community and mutual support. In the spirit of these principles, we must cultivate partnerships between governments, financial institutions, private sectors, and civil society. It is through these collaborative pathways that we can address systemic challenges, such as poverty, inequality, and environmental degradation, and build robust mechanisms that withstand future shocks.

5.Ghana, like many other African nations, has felt the weight of global financial pressures. However, we remain committed to strengthening our economic resilience and navigating these challenges with a vision for long-term prosperity. Conferences like this are essential as they provide a platform for dialogue, collaboration, and the exchange of innovative ideas that can shape a brighter future for all, especially Africa.
6. The Ministry of Finance aligns with the theme of the conference especially at a period where innovative financing options are critical to address economic challenges and ameliorate the plight of our citizens. The Hon. Minister had wished to be part of this important event, however, due to other equally pressing engagements sends his regrets. Please be assured that our commitment to the conference's goals remains unwavering. We are, however, here to observe, learn, and take away valuable insight for policy decisions.

3. On behalf of the Hon. Minister for Finance of the Republic of Ghana, Dr. Mohammed Amin Adam, it is my distinct honour to address this esteemed gathering at the 8th Ghana International Trade and Finance Conference. I would like to commend the organizers for their tireless efforts in bringing together thought leaders and stakeholders to discuss critical issues that are vital not only to Ghana but to the entire African continent.
4. This year’s theme, “A Call for a New Financing Pact: Collaborative Pathways to Economic Resilience and Global Prosperity,” is particularly timely and resonates deeply with our shared aspirations for economic stability and sustainable growth. The focus on the impact of international credit rating institutions on Africa’s fiscal and monetary policy is critical, as these institutions play a significant role in shaping the economic narratives of our nations, the cost of funding by sovereigns, as well as even influencing where funds are channeled.

Conference; Distinguished Participants; Invited Guests; Ladies and Gentlemen,
1. Good morning to you all.
2. Good morning, everyone. I want to start by extending apologies on behalf of the Minister for Finance and the Chief Director of the Ministry of Finance, who regretfully cannot attend today's meeting. Yesterday, Ghana launched its consent solicitation for the Eurobond restructuring, and as a result, there are statutory follow-up meetings that coincidentally coincide with this morning's session. Please accept our sincere apologies for their absence.

Excerpts (4) - #CaboVerde - #FinanceMinisterofState (8th GITFiC - #Global#Debt#Initiative)
Distinguished colleagues, esteemed leaders,
Beyond resilience, our collective aim must be global prosperity. The world economy is interconnected. Prosperity in one region fuels growth elsewhere.
We must revitalize and reform multilateral institutions, ensuring that they are more representative of the global population and better equipped to respond to today’s challenges. This includes giving greater voice and decision-making power to emerging and developing economies within key financial institutions.
The Sustainable Development Goals remain our blueprint for a better future. However, the financing gap to achieve these goals remains vast. A new global financing pact should target innovative ways to bridge this gap, through public-private partnerships, blended finance, and other mechanisms that ensure we meet our targets for education, healthcare, and poverty eradication.
This moment calls for a new era of global leadership. One that transcends national interests to recognize our shared destiny. The complexities of our challenges should not deter us but rather inspire us to act with greater urgency and ambition. We have the tools, resources, and collective wisdom to shape a more resilient and prosperous future. But to succeed, we must act now.

Excerpts (3) - #CaboVerde - #FinanceMinisterofState (8th GITFiC - #Global#Debt#Initiative)
We should focus on keys aspects.
To achieve long-term economic stability, we must prioritize debt restructuring and sustainability, especially for low-income and vulnerable countries. Transparency in financial flows, responsible lending, and borrowing are essential to ensure that nations can meet their development goals without falling into unsustainable debt traps.
Governments alone cannot bear the burden of financing the global development agenda. The private sector must play a central role in mobilizing capital for key sectors such as infrastructure, health, and technology. We must create a conducive environment for private investment, with safeguards that ensure returns for both investors and society.
As we strive for economic recovery, we must ensure that it is green and inclusive. Climate change is not a distant threat. It is here, and its impacts are felt most by those least responsible for it. The new financing pact should prioritize climate resilience, supporting countries in transitioning to low-carbon economies while ensuring that no community is left behind.
Financial technology has the potential to revolutionize access to capital, particularly for underserved populations. Digital financial services can help close the gap in financial inclusion and enable small businesses, women, and youth to access credit, savings, and insurance. A new financing pact must harness the power of technology to democratize finance on a global scale.

Excerpts (2) - #CaboVerde - #FinanceMinisterofState (8th GITFiC - #Global#Debt#Initiative)
As we come together under the theme of "A Call for a New Global Financing Pact," I urge us to recognize the gravity of our task. This is not merely a call to reform the global financial system, but a call to reimagine the future. One where economies are resilient, opportunities are equitable, and prosperity is shared by all.
The global financial architecture, established decades ago, has served its purpose. It helped rebuild war-torn economies and laid the foundation for growth. Yet today, that architecture is showing cracks. The current systems and frameworks have struggled to keep pace with the rapidly shifting global landscape. Inequality between nations and within them is rising, and the burden of debt weighs heaviest on those least able to bear it.
Emerging economies, which drive much of the world’s growth, often find themselves disproportionately impacted by financial volatility and external shocks. Likewise, the urgency of the climate crisis requires massive investments that cannot be shouldered by a single nation or a small group of countries. These realities underline the need for a financing system that is more inclusive, responsive, and adaptable to the complexities of the new context.
This new pact we envision must rest on one foundational pillar: collaboration. No nation can tackle these challenges alone. Our resilience will depend on the strength of the partnerships we build, the innovations we nurture, and the boldness of our vision.
