Grocery stores do this all the time, it’s called a loss leader.

And a city run grocery store just needs to get other purchases to come up to breakeven rather than turn a profit so it’s loss leaders can be steeper.

(Not to mention, things are already pretty fucked up when people who are working full time can’t afford staples for their family. So if you don’t like city run grocery stores, then just fix how we pay people for their labor.)
