A 77-year-old Florida man is blocking Flock cameras with a 12-foot protest sign.

Carl Gunn has staged at least two protests in St. Petersburg using a pool-cleaning pole with a sign attached to its end. He sits beside the camera in a folding chair and positions the sign directly in front of its lens.

The sign reads, “DOWN WITH FLOCK CAMERAS.”

Unlike protesters who have damaged or removed the cameras, Gunn’s unusual approach does not physically touch the equipment. During one protest, two police vehicles arrived at the scene, although public court records reportedly show no case filed under his name.

Flock cameras are automatic license plate readers that photograph passing vehicles and record details including their license plates, locations, and travel times. Police can search that information while investigating crimes or trying to locate vehicles.

The company says its technology helps departments solve crimes more quickly. Critics argue that recording vehicles indiscriminately creates a vast surveillance network capable of tracking people who are not suspected of any crime.

“We didn’t give them permission to do it on us,” Gunn told Creative Loafing Tampa Bay. “If they want to do it for profit, I want my paycheck.”

Flock’s network reportedly includes nearly 100,000 cameras across the United States. Its rapid expansion has provoked growing resistance, including public campaigns, proposed restrictions, and acts of vandalism.

Gunn’s protest appears designed to make the camera ineffective without damaging it. Whether officials consider blocking its view permissible may depend on local laws and exactly where a protest takes place.

For now, his combination of a pool pole, homemade sign, and lawn chair is drawing national attention to a much larger debate over privacy and police surveillance.
