Questions over move by Ruto to nominate Kanja for IGP position

Questions have been raised over the move by president William Ruto to nominate outgoing Deputy Inspector General of Kenya Police Douglas Kanja as the next Inspector General of police.

Insiders see it a political move at the expense of delivery of service.

They accuse Ruto of double speak given two weeks ago he had ordered that all civil servants who have hit 60 years to leave the service. He made similar remarks during his tour in the coast w the weekend.

“It is just worrying. We don’t know why and what to follow from him.”

Kanja is already 61 years and was on a contract of a year as the DIG KPS.

“Was he serious about the issue of retirement or he spoke to make himself happier,” asked a police officer who said he was disappointed in his new move.
Further, questions are being raised if the president heed an advice from intelligence on the candidates he needed to look into and submit the same to Parliament for vetting.

Reports suggest Kanja does not have a degree. The law requires one to have a degree for him or her to qualify as the IG.

Section 11 of the National Police Service Act, (Qualifications for appointment of IG and DIG) states that a person shall be qualified for appointment as Inspector-General if such person is a citizen of Kenya, holds a degree from a university recognized in Kenya, has had a distinguished career in their respective fields and meets the requirements of Chapter Six of the Constitution.

This raises questions on the seriousness by the appointing authorities in ensuring integrity and delivery of service.

The police morale is said to have sank when the news of the nomination of Kanja came out.

He was told to hand over to DIG APS Gilbert Masengeli pending his approval by Parliament.

If approved, he will succeed his former boss Japhet Koome who resigned on July 12. Police Commission chairman Eliud Kinuthia defended the nomination saying Kanja has the best credentials for the job.
“Let us be professional and let him work for Kenyans. He has all it takes to be IG. We wait the next steps in Parliament,” he said.

He refused to discuss the claims Kanja lacks a degree.
Parliament is yet to state when he will be vetted.

Kanja has had a stellar career spanning nearly four decades in law enforcement, during which he rose through the ranks to the top command of the Service.
He previously served as Deputy Inspector General of the Kenya Police Service, Commandant of the General Service Unit for a period of five years, Deputy Commandant of the General Service Unit for three years, County Police Commander in charge of Kilifi County, Deputy Commandant of Kenya Airports Police Unit, Chief Armourer at the Police Headquarters and Deputy Chief Armourer at the Kenya Police Service Headquarters, among other high level positions within the ranks of the National Police Service.

The IG nominee has undertaken extensive security related trainings at home and abroad.

A career police officer who has served for a cumulative period of thirty-nine years, Kanja began his career as a recruit Police Constable in 1985 and was then promoted to Police Constable, Police Corporal, Acting Inspector of Police, Inspector of Police (IP), Chief Inspector of Police, Acting Superintendent of Police, Superintendent of Police, Senior Superintendent of Police, Senior Assistant Commissioner of Police, Commissioner of Police, Assistant Inspector Generai, Senior Assistant Inspector General.

Here is a list of foreigners whom Evelyn Cheluget, the Director General of Immigration Services, has issued Kenyan passports to travel with. The orders to issue the passports came from the Statehouse. Number 6 is Zimbabwe’s Wicknel Chivayo, who is supposed to help Kasongo steal the 2027 elections.

To apply for a Kenyan passport, you need a Kenyan identity card and an e-citizen account, and you have to pay. Whose account was used for this illegal passports application? Did they use a zero token where no payment was made? Why were the immigration officers told the applicants were Very Important Persons (VIPs) and to issue express passports? The Principal Secretary for Public Health and Professional Standards, Mary Muthoni, today held a consultative meeting with the top leadership of the Kenya Environmental and Public Health Practitioners Union (KEHPHPU), led by Secretary General Mr Brown Ashira.

Discussions centred on the review of the public health legislative framework, including the formal gazettement of regulated functions. This process is expected to strengthen the legal mandate of public health practitioners and enhance the enforcement of sanitation and hygiene standards nationwide.

The meeting also addressed workforce challenges within the sector, with emphasis on existing staffing gaps, the need for improved financing, and enhanced budgetary allocations to support public health technicians and specialists.

On the policy front, the engagement explored the harmonisation of Community Health Associations, alongside the formal registration and licensing of practitioners, as key measures to strengthen professionalism, accountability, and service delivery in public health practice.

The Ministry of Health reaffirmed its commitment to building a resilient health system by ensuring that public health practitioners are adequately supported and equipped to protect and promote the health of all Kenyans.
