1- very affordable ubiquitous certified and trained daycare centers. As common as elementary schools.
2- School choice and a free transportation to get them there.

Let’s be clear: these were the consultants THEY hired. They expected a rubber-stamp report. Instead, they got the truth — and immediately fired the messengers.
